Job Overview:
The Unit Head for Internal Communications will play a pivotal role in leading the Internal Communications Unit within the Infrastructure and Dissemination Division of the Department of Communications and Knowledge Management at ADB. This position is crucial for ensuring that all internal stakeholders are well-informed and aligned with the bank's vision and goals. The Unit Head will be responsible for developing and implementing internal communications strategies, overseeing messaging and campaigns, and managing various internal communication platforms. This role requires a strong understanding of communication governance and the ability to engage effectively with staff at all levels. The Unit Head will also lead initiatives to enhance staff engagement and feedback mechanisms, ensuring that the internal communications framework supports ADB's mission and objectives.

Duties and Responsibilities:
The duties and responsibilities of the Unit Head include providing overall leadership for the Internal Communications Unit, developing internal communications governance, strategy, and policies, overseeing internal messaging and campaigns, coordinating with various departments to align internal messages, managing the production and dissemination of internal communications materials, leading staff engagement initiatives, planning and executing HQ-based events, managing corporate digital communication platforms, integrating AI-powered tools into the ADB Intranet, supporting crisis communications, and overseeing the recruitment and management of internal communications consultants and contractors. The Unit Head will also perform other related tasks as assigned by the Director of the Division.

Required Qualifications:
Candidates must possess a Master's Degree or equivalent in Communications, Journalism, Public Policy, International Development, or related fields. Alternatively, a university degree in related fields with at least 5 years of specialized experience relevant to the position may be considered. A minimum of 12 years of relevant working experience is required, including international experience in multiple countries. Candidates should have a strong understanding of development and communication issues in the Asia-Pacific context, with deep knowledge of the work of international development organizations being highly desirable. Experience working with ADB is preferred, along with excellent written and verbal communication skills in English and strong stakeholder management abilities.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as Communications, Journalism, Public Policy, or International Development. Candidates with a university degree in related fields and significant specialized experience may also be considered. The emphasis is on advanced education that equips candidates with the necessary skills and knowledge to excel in a leadership role within internal communications.

Experience:
The position requires at least 12 years of relevant working experience, with a strong emphasis on international experience across various countries. Candidates should have a proven track record in communications, particularly within the context of international development organizations. Experience in managing internal communications and stakeholder engagement is essential, as is familiarity with the unique challenges and opportunities present in the Asia-Pacific region.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills required for effective stakeholder engagement. While English is the primary language for this position, knowledge of additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the ability to communicate with diverse stakeholders.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs. The role is full-time and based at ADB's headquarters in Manila, Philippines, with relocation required.
