Job Overview: The consultant will provide technical support for the implementation and sustainability of noncommunicable disease (NCD) programmes in the Philippines, focusing on strengthening NCD-related health information systems at both national and sub-national levels. This role is crucial in improving the monitoring, coordination, and scale-up of integrated NCD prevention and control within primary health care. The consultant will work closely with the Department of Health (DOH) and WHO to enhance the capacity for NCD programme implementation, ensuring that health systems can effectively deliver integrated prevention, screening, treatment, and long-term management services. The consultant's work will contribute to the development of frameworks that support the sustainability of NCD programmes and improve data-driven decision-making processes.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Supporting the development of transition and sustainability frameworks for priority local government units (LGUs) in Western Visayas, ensuring the institutionalization of health intervention models within provincial investment plans.
Strengthening sub-national performance management systems to monitor the progress of national NCD initiatives, including the establishment of structured reporting mechanisms and quality improvement processes.
Leading the development of national workflow and reporting frameworks for NCD programme monitoring in coordination with relevant DOH units.
Developing digital implementation guidance and operationalizing standard operating procedures for health information systems.
Generating strategic analytics and implementation evidence products to enhance data-informed planning and policy dialogue.
Facilitating effective coordination between DOH central and regional offices, local governments, and key partners.
Required Qualifications: Candidates must possess a degree in medicine, nursing, public health, allied health sciences, or related fields relevant to primary care and NCD control. A postgraduate training in public health, epidemiology, health systems, or digital health is desirable. Essential qualifications include at least five years of experience in public health programme implementation, particularly in NCDs or primary care, and experience in coordinating with local government units and national agencies. Desirable qualifications include ten years of experience with health information systems and collaboration with WHO or other UN agencies.
Educational Background: The educational background required for this position includes a degree in medicine, nursing, public health, or related fields. A postgraduate degree in public health or related areas is considered an advantage, as it provides a deeper understanding of health systems and NCD management.
Experience: The position requires a minimum of five years of relevant experience in public health programme implementation, particularly at the local or regional level. Candidates should have experience in coordinating with local government units, facilitating training, and providing supervision. Desirable experience includes ten years of work with health information systems and collaboration with national health agencies.
Languages: Expert knowledge of English is essential for this position, including reading, writing, and speaking skills. Proficiency in other languages may be considered an advantage but is not mandatory.
Additional Notes: The consultancy is expected to last for nine months, from March to December 2026, with a monthly remuneration of PHP 144,851.8
The consultant will be based in Iloilo for six months and in Metro Manila for three months, with travel within the country as needed.
