Job Overview:
The Senior Urban Development Specialist (Waste Management) position is crucial for the Water and Urban Development Sector Office within the Sector Department 2 (SD2) at ADB. The role involves designing and implementing solid waste management projects, focusing on circular economy and urban environmental management. The specialist will work closely with various project teams across sector departments and thematic groups to conduct analytical assessments of solid waste management at both city and country levels. This position requires a strong academic and professional background in waste management, as well as the ability to provide expert support and advisory work on innovative project designs, regulations, policies, and technologies related to solid waste management. The specialist will also be responsible for facilitating collaboration among departments, conducting knowledge-sharing events, and leading initiatives to promote sustainable waste management systems in the Asia-Pacific region.

Duties and Responsibilities:
The duties and responsibilities of the Senior Urban Development Specialist (Waste Management) include:
  • Providing expert support and advisory work on innovative project design for solid waste management, including regulations, policies, and technologies.
  • Offering extensive inputs during project design and implementation, including identifying supply and demand and recommending suitable actions for regulatory and policy reforms.
  • Guiding policy advancements and technical assistance aimed at building capacity and managing resources related to solid waste management.
  • Supporting sector departments and regional missions in preparing solid waste management projects and advising governments on urban environmental management.
  • Facilitating collaboration with various departments on solid waste management initiatives.
  • Developing knowledge products and services for innovative practices in waste management.
  • Leading knowledge-sharing events and capacity-building programs on solid waste management.
  • Designing special initiatives to promote sustainable waste management systems in the region.
  • Preparing presentations and briefs for meetings related to trust funds and consultations with financing partners.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in Environmental Engineering, Environmental Science, Civil Engineering, Environmental Economics, Public Policy, or related fields. Alternatively, a university degree in these fields combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 10 years of relevant working experience in international professional roles involving waste management and circular economy. International experience working in multiple countries is also required. Proficiency in English, both spoken and written, is mandatory, along with strong analytical skills and the ability to coordinate effectively with teams.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as Environmental Engineering, Environmental Science, Civil Engineering, Environmental Economics, or Public Policy. A university degree in these areas, combined with significant specialized experience, may also be acceptable. The emphasis is on having a strong academic foundation that supports the technical and analytical demands of the role.

Experience:
The position requires at least 10 years of relevant working experience in international settings, specifically in waste management and circular economy. Additional Notes:
This appointment is a fixed-term position with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organization's needs.
