Job Overview: The Associate Economics Officer (Development Impact) plays a crucial role within the Economic Analysis and Operational Support Division of the Economic Research and Development Impact Department at ADB. This position involves coordinating and supporting development impact initiatives, which include the theory of change, evidence utilization, and outcome monitoring and evaluation (M&E) plans. The officer will assist in preparing knowledge products, organizing capacity-building programs, workshops, and conferences, and developing, processing, and implementing technical assistance projects. The role requires collaboration with various sectors, regional departments, and resident missions to ensure timely implementation of development impact initiatives. The officer will also contribute to the preparation of annual reports on the soundness of ADB operations in terms of development impact, and support briefings to management and the board on relevant studies and issues.
Duties and Responsibilities: The duties and responsibilities of the Associate Economics Officer (Development Impact) include:
Coordinating with relevant sectors and departments to ensure timely implementation of development impact initiatives.
Supporting development impact assessments, including sector diagnostics, theory of change, evidence utilization, and drafting assessment documents for operational teams.
Contributing to the development and updating of guidelines and business processes relevant to development impact.
Assisting in the preparation of annual reports on ADB operations regarding development impact.
Reviewing draft loan, grant, and project documents in collaboration with other staff.
Organizing conferences, seminars, and training events.
Providing technical advice on data analysis to regional departments as needed.
Supporting the preparation of technical assistance concepts and papers, including monitoring frameworks and consultants' terms of reference.
Undertaking daily technical assistance implementation, including monitoring fund utilization and outputs. 1
Managing datasets relevant to research projects, conducting statistical and econometric analysis, and generating analytical results. 1
Supporting capacity-building efforts and coordinating dissemination events with regional departments and government agencies. 1
Consolidating contributions to the division's work plan and budget framework, and performing other duties as assigned.
Required Qualifications: Candidates for the Associate Economics Officer position must possess a Bachelor's degree in economics or a related field, with a Master's degree being a distinct advantage. They should have at least 5 years of relevant work experience, including a minimum of 3 years focused on development impact assessments and research. Strong knowledge of relevant data sources, including census data, household surveys, and labor force surveys, is essential. Candidates should also have experience in managing and analyzing data using advanced econometric/statistical tools such as STATA, as well as data visualization skills using various software and tools. A solid understanding of development economics and familiarity with the operations of multilateral financial institutions are also required.
Educational Background: The educational background required for this position includes a Bachelor's degree in economics or a related field. A Master's degree is preferred and will provide a competitive advantage in the selection process. The educational qualifications should reflect a strong foundation in economic principles and methodologies relevant to development impact assessments and research.
Experience: The position requires at least 5 years of work experience in related fields, with a specific emphasis on development impact assessments and research. Candidates should have a minimum of 3 years of experience directly related to theory of change, evidence utilization, and monitoring and evaluation for development projects. This experience should demonstrate a strong capability in data management, analysis, and the application of econometric methods.
Languages: Proficiency in English, both written and verbal, is mandatory for this position. Candidates should be able to communicate effectively in English, as it is the primary language of operation at ADB. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Successful candidates may occasionally undertake short-term assignments in other departments or offices as required.
