International Consultant - Health Data Platform

Job Overview:
The International Consultant for the Health Data Platform will play a crucial role in ensuring the effective operation of the online survey system and related digital data collection tools. This position requires the consultant to deliver timely survey design, deployment, and analysis, as well as manage users, permissions, and forms. The consultant will develop custom digital forms and produce reports and dashboards that are essential for health data analysis. The role is vital as survey findings are increasingly integrated with routine health information, necessitating a common understanding of indicators and reporting periods. The consultant will leverage strong full-stack web development skills and experience in health information systems to maintain and enhance these platforms, support custom workflows, and produce dynamic visualizations tailored to program and country needs. The consultant will also ensure the continuous operation and maintenance of AI-assisted analysis features across all designated platforms, with quarterly enhancements and updates to support user needs and platform performance.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:

• Maintaining and updating the WPRO Regional Data Platform and Data Explorer, ensuring security" style="border-bottom: 1px dotted #007bff !important;">security and dependency updates, backend and feature improvements, and service monitoring.
• Administering the platform's data and access layers, including regional dataset values and interoperability modules.
• Integrating the platform with global and regional databases, including the WHO headquarters' World Health Data Hub.
• Maintaining and extending country health intelligence platforms, including managing the indicator registry and data quality layers.
• Building the Primary Health Care Maturity Index application and dashboards, implementing methodologies, and training staff in its operation.
• Maintaining AI-assisted analysis features and ensuring data protection controls are in place.
• Maintaining the online survey system and digital data collection tools, providing technical support, and designing custom digital forms and reports.

Required Qualifications:
The position requires a Master’s degree in information technology, computer science, technology management, knowledge management, or a related field from a recognized university. Essential qualifications include a minimum of 8 years of experience in developing and managing information and database systems, with a strong background in full-stack web development. The consultant should have experience in developing online survey systems and web-based data collection tools, as well as proficiency in programming languages relevant to full-stack development, such as JavaScript, PHP, and Python. Knowledge of database design and management, data visualization, and API integration is also essential. Desirable qualifications include experience in the WHO Western Pacific Region and familiarity with health indicator registries and analytical health data platforms.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as information technology, computer science, or knowledge management from an accredited institution. The educational background should reflect a strong foundation in technology management and health information systems, ensuring the consultant is well-equipped to handle the technical demands of the role.

Experience:
The consultant is expected to have at least 8 years of relevant work experience, particularly in developing and managing information systems and databases. Experience in full-stack web development, including both frontend and backend application development, is crucial. Additionally, familiarity with health information systems, online survey systems, and data collection tools is highly desirable. Experience in the WHO Western Pacific Region and with WHO survey platforms will be considered an advantage.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in any other language spoken in the Western Pacific Region would be considered an asset, enhancing communication and collaboration with regional stakeholders.

Additional Notes:
The consultancy is based on-site at the WHO Regional Office for the Western Pacific in Manila, Philippines. The expected duration of the contract is 11 months, with full-time engagement. The remuneration is set at USD 425 per day for 20 working days per month, excluding travel costs. A living expense will be provided to on-site consultants in accordance with WHO guidelines.
