Job Overview:
The Associate Project Officer position is situated within the Public Sector Management and Governance Sector Office (PSMG) of the Sectors Department 3 (SD3) at ADB. This role is crucial for supporting the identification, design, processing, administration, and evaluation of loan and technical assistance (TA) projects, as well as non-lending products and services (NLPS) aimed at addressing public finance sector policies and public management issues in developing member countries (DMCs). The Associate Project Officer will ensure compliance with ADB's operational policies and provide support for portfolio performance, multi-sectoral research, and the development of quality knowledge products. The position requires collaboration with various teams and stakeholders to deliver impactful sector strategies and initiatives that align with ADB's strategic agenda. The successful candidate will play a vital role in enhancing the effectiveness of ADB's operations and contribute to the overall mission of fostering prosperity in Asia.

Duties and Responsibilities:
The Associate Project Officer will be responsible for a wide range of duties, including but not limited to: processing assigned projects, TAs, and knowledge product development to ensure timely and quality services that support division deliverables; reviewing and providing inputs to Project Administration Memorandums (PAMs) and Financial Administration Memorandums (FAMs) while considering lessons learned from previous projects; ensuring the timely posting of essential project documentation on the ADB website; analyzing and consolidating reports on the status of ongoing projects and TAs, and providing inputs for corrective actions as necessary; supporting the administration of assigned projects and TAs to ensure compliance with ADB policies; producing and submitting required reports, including Project Completion Reports and TA Completion Reports, in a timely and accurate manner; managing the Work Program and Budget Framework exercise; guiding support staff in handling complex tasks related to TA administration; contributing to the development of strategic frameworks for technical sectors; reviewing sector assessments and providing comments as requested; coordinating knowledge events and participating in missions as assigned; and performing other tasks as assigned and reflected in the workplan.

Required Qualifications:
Candidates for the Associate Project Officer position must possess a Bachelor's degree in Economics or a relevant field, with a preference for those who have undergone advanced training. A minimum of 5 years of relevant professional experience is required, demonstrating a strong background in public management, financial sectors, and trade. Excellent written and verbal communication skills in English are essential, along with advanced skills in coordinating and collaborating with teams of professionals. Additionally, candidates must have at least two years of relevant experience outside of ADB within the past five years, with experience as an ADB-engaged consultant or contractor being considered.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Economics or a related field. Candidates with advanced training or additional qualifications in relevant areas will be given preference. The educational qualifications should reflect a strong understanding of economic principles, public finance, and governance, which are critical for the role of Associate Project Officer.

Experience:
The position requires candidates to have at least 5 years of relevant professional experience, which should include substantial field experience in public management, financial sectors, and trade. Candidates must also have at least two years of relevant experience outside of ADB within the past five years. Experience as an ADB-engaged consultant or contractor will be considered as part of the required experience.

Languages:
Proficiency in English is mandatory, with excellent written and verbal communication skills being essential for the role. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly those relevant to the Asia-Pacific region, as they could enhance communication and collaboration with stakeholders in various member countries.

Additional Notes:
This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), which aims to enhance in-house expertise.
