Job Overview:
The Data Analyst position is integral to the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global health initiative funded by the U.S. Department of State, which runs from 2019 to 202

This role specifically supports the GHS workplan, which is designed to bolster national, subnational, and local capacities for preventing, detecting, and responding to public health emergencies, including pandemic preparedness. The Data Analyst will be responsible for data entry, management, and analysis, contributing to the development and distribution of reports that inform decision-making and operational strategies within the organization. The position requires proficiency in data management tools and the ability to translate complex data into actionable insights, thereby supporting the overarching goals of the EpiC project.

Duties and Responsibilities:
The Data Analyst will provide technical assistance to the Data Specialist and Senior Technical Specialist for Epidemiology, focusing on improving surveillance workflows, automated alerts, data quality, and linkages between epidemiology, laboratory, and genomic datasets. Key responsibilities include assisting in the operational use of interactive dashboards and predictive analytics tools, supporting data cleaning and visualization, and co-developing standard operating procedures (SOPs) and outbreak investigation guides. The analyst will also be involved in the restoration of Case-Based Surveillance (CBS) and Event-Based Surveillance (EBS) operations, ensuring that national and sub-national reporting functions are optimized. Additional duties include managing data integrity, conducting data queries, documenting statuses of queries and coding activities, and preparing reports and dashboards that meet stakeholder requirements. The role requires a proactive approach to problem-solving and the ability to work effectively in fast-paced, emergency response environments.

Required Qualifications:
Candidates must demonstrate technical knowledge and practical application of the International Health Regulations (IHR), outbreak investigation, and coordinated response at both national and subnational levels. Proven experience in preventive public health, epidemiologic research, field investigation, and zoonotic disease surveillance is essential. Proficiency in data management and analysis software such as DHIS2, EpiInfo, Stata, R, Power BI, and GIS tools is required, along with the ability to translate surveillance data into operational insights. The ideal candidate should possess strong problem-solving skills, adaptability, and the capacity to deliver training and technical assistance to multidisciplinary teams. Excellent oral and written communication skills, organizational abilities, and analytical skills are also necessary for success in this role.

Educational Background:
A Bachelor’s degree in Epidemiology, Public Health, or a related field is required, with a Doctor of Medicine or a Master’s Degree in a related field preferred. Formal training in Epidemiology and Surveillance, such as Basic Epidemiology or Event-Based Surveillance, is highly desirable and will enhance the candidate's qualifications for this position.

Experience:
At least 3 years of progressively responsible experience in epidemiology, infectious disease control programs, surveillance system implementation, health data analysis, or public health emergency response is required. Candidates should have a track record of working in both national and international contexts, demonstrating their ability to adapt to various public health challenges.

Languages:
High proficiency in English and Tagalog is mandatory, encompassing spoken, written, and reading skills. Knowledge of additional local languages is considered an advantage, as it may facilitate better communication within diverse communities and enhance the effectiveness of public health initiatives.

The position is based in Manila, Philippines, and may require domestic travel of at least 25%.
