This role specifically supports the EpiC project’s Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) workplan in the Philippines, which aims to enhance national and local capacities for preventing, detecting, and responding to public health emergencies, including pandemic preparedness. The Biomedical Engineer will provide specialized technical leadership to ensure the safety, functionality, and resilience of health facility engineering systems critical for outbreak preparedness and emergency response. This includes overseeing the assessment, installation, maintenance, and operational readiness of diagnostic, life-support, and biosafety equipment during both routine operations and surge conditions. The role requires collaboration with various teams to ensure that engineering systems are compliant with national biosafety and quality standards, thereby translating equipment investments into reliable service delivery, particularly in high-risk regions and emergency contexts.
Duties and Responsibilities:
Facility Engineering Readiness for Outbreaks and Emergencies: Conduct engineering readiness assessments of priority hospitals and laboratories to identify gaps affecting outbreak response and surge capacity. Support the implementation of corrective actions related to power supply, ventilation, cold chain, sterilization, and waste handling that directly affect biosafety, IPC, and diagnostic continuity. Facilitate facility-level contingency planning for engineering failures during outbreaks, disasters, or supply disruptions.
Laboratory and Diagnostic Equipment Support: Provide technical oversight for the installation, calibration, and maintenance of laboratory equipment, ensuring compliance with national and international standards. Work with laboratory teams to document preventive maintenance plans and equipment readiness checklists for outbreak periods.
Infection Prevention and Control (IPC) Engineering Controls: Support IPC-related engineering interventions, including ventilation optimization and environmental decontamination systems. Assist facilities in improving waste management and sanitation infrastructure to reduce healthcare-associated infection risks during outbreaks.
Coordination, Documentation, and Technical Reporting: Coordinate with laboratory, IPC, and health emergency management teams to ensure engineering interventions align with operational needs. Prepare technical reports and engineering readiness documentation for project monitoring and donor reporting.
Capacity Strengthening and Knowledge Transfer: Mentor biomedical staff through hands-on coaching and field-based support. Participate in simulation exercises and after-action reviews to ensure engineering systems perform under real-world stress conditions.
Required Qualifications: Candidates must possess moderate knowledge of concepts, practices, and procedures related to medical and laboratory equipment management. A strong understanding of medical device safety standards and regulations is essential. The ideal candidate should demonstrate sensitivity to cultural diversity and possess an understanding of the political, contextual, and ethical issues relevant to the assigned areas. Excellent communication skills, both verbal and written, are required, along with proficiency in Microsoft Office Suite. Candidates should be able to analyze and interpret data, identify errors, and prepare comprehensive reports. Problem-solving skills and the ability to implement corrective actions are also necessary.
Educational Background: A Bachelor’s degree or equivalent in mechanical engineering, chemical engineering, biomedical engineering, or a related field is required. Preferred candidates will be licensed engineers or technicians with certifications in facilities-related specialties.
Experience: Candidates should have approximately 5 to 7 years of work experience in facilities and medical equipment management, including maintenance of biomedical and laboratory equipment. Experience in conducting hospital-level and/or regional/national training is preferred. An in-depth understanding of the local health sector's context and capabilities is advantageous, along with substantial experience working with government, private sector, and partners. Experience in COVID-19 response projects or any health emergency response is desired, as well as prior work experience in a non-governmental organization (NGO), government agency, or private company.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak clearly. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The position is based in Manila, Philippines, and may require domestic travel of at least 25%.
