Job Overview: As a Senior Disaster Risk Financing Specialist at ADB, you will play a crucial role in enhancing the financial management of disaster and climate risks across ADB's developing member countries. This position is situated within the Climate Change and Sustainable Development Department, specifically in the Climate Change, Resilience, and Environment Cluster. You will be responsible for providing policy advice, technical inputs, and operational support to ensure that disaster risk management (DRM) considerations are integrated into country programming and strategies. Your work will involve promoting innovative financing solutions, assessing fiscal risks related to disasters, and mobilizing resources to strengthen the financial resilience of vulnerable entities. You will also be tasked with generating knowledge and sharing best practices in disaster risk financing, contributing to capacity development, and representing ADB at external events.
Duties and Responsibilities:
Provide policy advice and inputs to operational staff and clients in developing member countries to develop disaster risk financing strategies.
Ensure DRM considerations are incorporated into Country Partnership Strategies and Regional Cooperation Strategies.
Promote the implementation and monitoring of the DRM Action Plan in ADB's operations.
Offer technical inputs and advice to operational departments for designing and implementing disaster and climate risk financing solutions.
Analyze disaster-related fiscal risks and government contingent liabilities, and establish enabling environments for effective public financial management.
Contribute to initiatives aimed at strengthening the financial resilience of non-sovereign entities, such as microfinance institutions and small- and medium-sized enterprises.
Identify and facilitate access to global financing facilities for disaster risk financing solutions.
Support the implementation of multi-donor trust funds on disaster risk finance.
Provide updates to donors on fundraising activities and progress. 1
Connect ADB operational staff and DMC governments to global communities focused on disaster and climate risk financing. 1
Prepare knowledge products and contribute to capacity development in developing member countries.
Required Qualifications:
A Master's degree or equivalent in Disaster Risk Management, Finance, Economics, Actuarial Sciences, Climate Policy, International Relations, Statistics, Environment, or related disciplines; or a University degree with at least 5 years of specialized experience relevant to the position.
A minimum of 10 years of relevant professional experience in disaster risk finance.
International experience working in multiple countries, particularly in developing contexts.
Demonstrable experience working with developing country governments on disaster risk finance.
Knowledge of regional policies on climate and disaster risk finance.
Strong communication skills to convey technical concepts clearly to diverse audiences.
Experience in multilateral banks, intergovernmental organizations, NGOs, or national governments, especially in the Pacific region.
Understanding of disaster risk finance within the broader context of disaster risk management and development.
Educational Background: Candidates must possess a Master's degree or equivalent in relevant fields such as Disaster Risk Management, Finance, Economics, Actuarial Sciences, Climate Policy, International Relations, Statistics, Environment, or related disciplines. Alternatively, a University degree combined with at least 5 years of specialized experience relevant to the position may be considered sufficient.
Experience: The position requires at least 10 years of relevant professional experience in disaster risk finance, with a strong emphasis on international experience across various countries. Candidates should have a proven track record of working with developing country governments and a deep understanding of disaster risk finance mechanisms and their application in real-world scenarios.
Languages: Proficiency in English, both written and verbal, is mandatory for this position. Knowledge of additional languages is considered an asset and may enhance a candidate's profile.
Additional Notes: This appointment is a fixed-term position with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial term, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organizational needs.
