Job Overview:
The Advisor, SEC and Head of the Information Access Unit (IAU) plays a crucial role in supporting the Secretary of the Office of the Secretary (SEC) at ADB. This position involves strategic leadership and management of the SEC's operational activities, particularly in relation to the editing, circulation, classification, disclosure, and management of Board papers. The successful candidate will be responsible for aligning the SEC's vision and goals with ADB's institutional objectives, ensuring compliance with policies, and enhancing the quality and timeliness of information disclosure. The role requires a proactive approach to managing human resources within the IAU, including recruitment, performance management, and staff development, while also fostering a constructive work environment. The Advisor will lead initiatives to improve the accessibility and shareability of information, ensuring that ADB's Access Information Policy is effectively implemented and adhered to.

Duties and Responsibilities:
The duties and responsibilities of the Advisor, SEC and Head, IAU include:
  • Leadership and Strategic Management: Supporting the Secretary in establishing SEC's vision and goals, contributing to the implementation of work programs, and monitoring the quality of outputs.
  • Disclosure of Information: Leading the implementation of ADB's Access Information Policy, developing strategies for information disclosure, and preparing annual compliance reports.
  • Information Classification: Advising on the information classification framework and supporting the IT department in data governance.
  • Editing, Circulation, and Management of Board Papers: Ensuring the quality and compliance of Board papers, overseeing their circulation, and improving document flow processes.
  • Knowledge Sharing: Leading initiatives to raise awareness of the Access Information Policy, conducting seminars and workshops, and recommending policy improvements.
  • Staff Supervision: Creating and leading diverse teams, managing performance, and providing mentoring for staff development.

Required Qualifications:
Candidates must possess a Master's degree or equivalent, or a university degree with at least 10 years of specialized experience relevant to the position. A minimum of 15 years of work experience is required, including international experience and a strong understanding of development issues in the Asia and Pacific region. Proven communication skills with internal and external stakeholders in a multicultural environment are essential, along with excellent management and leadership qualities. Candidates should have a broad knowledge of relevant concepts and practices, the ability to manage staff performance, and strong oral and written communication skills in English. Mentoring skills and a commitment to staff development are also necessary.

Educational Background:
The educational background required for this position includes a Master's degree or an equivalent qualification. Alternatively, a university degree combined with significant relevant experience may be considered. The emphasis is on advanced education that equips the candidate with the necessary skills and knowledge to fulfill the responsibilities of the role effectively.

Experience:
The position requires at least 15 years of work experience, with a significant portion of that experience at the international level. Candidates should have a strong understanding of development issues, particularly those affecting the Asia and Pacific region. Experience in managing diverse teams and leading strategic initiatives is crucial, as is a proven track record of effective communication and stakeholder engagement.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. While English is the primary language for this position, knowledge of additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders.

Additional Notes:
This position is a fixed-term appointment for a managerial role, initially lasting for three years or until the staff member's normal retirement date, whichever comes first. There is potential for renewal based on ADB's needs and the staff member's performance.
