Job Overview:
The Advisor position is a critical role within the Economic Research and Development Impact Department (ERDI) at ADB, specifically assigned to the Office of the Chief Economist and Director General. The successful candidate will be responsible for supporting the Chief Economist and Director General in setting and monitoring the department's medium-term research agenda, which aligns with ADB's strategic priorities. This role involves leading strategic research projects, overseeing key research and knowledge events, and managing the department's seminar and webinar series. The Advisor will also play a significant role in ensuring the quality and relevance of research outputs, managing departmental budgets, and fostering relationships within the Economists' Job Family. This position requires a proactive approach to leadership and strategic management, as well as the ability to engage with various stakeholders both internally and externally.

Duties and Responsibilities:
The Advisor will have a wide range of responsibilities, including:
  • Supporting the Chief Economist and Director General in cascading the department's vision and strategies, and planning and monitoring the research agenda.
  • Participating in various research projects as requested.
  • Overseeing the management of research priority groups and ensuring alignment with ADB's strategic priorities.
  • Monitoring the quality of research outputs and managing the department's work program and resources.
  • Leading the production of flagship publications such as the Asian Development Policy Report and Asia-Pacific Climate Report, managing cross-department research teams and external experts.
  • Organizing key research and knowledge events, including the Economists' Forum and Asian Economic Development Conference.
  • Representing ADB in international forums and managing relationships with Senior Management and external clients.
  • Creating and leading multidisciplinary teams, providing coaching and mentoring to ensure ongoing development.

Required Qualifications:
Candidates must possess a PhD in economics, finance, or a related field, along with at least 15 years of relevant professional experience. An excellent track record of economic research and publications in internationally referred journals is essential. The candidate should have an established reputation in international academic circles and the ability to project ADB's role as a regional leader in development. Experience working on development issues across multiple countries in the Asia-Pacific region is required, as well as strong communication skills to effectively engage with staff, management, board members, and external partners. Cross-cultural skills are necessary for managing a diverse team of international and local staff.

Educational Background:
A PhD in economics, finance, or a relevant field is mandatory for this position. This advanced degree should be complemented by a strong foundation in economic theory and practice, as well as a deep understanding of development issues pertinent to the Asia-Pacific region.

Experience:
The position requires a minimum of 15 years of relevant professional experience, with a focus on economic research and development. Candidates should have a proven track record of producing high-quality research and publications, as well as experience in managing teams and projects in a complex, multicultural environment.

Languages:
Proficiency in English, both written and verbal, is mandatory for this role. Candidates should be able to communicate complex ideas clearly and effectively to a diverse audience. Additional language skills relevant to the Asia-Pacific region would be considered an asset, enhancing the candidate's ability to engage with various stakeholders.

Additional Notes:
This is a fixed-term appointment for a managerial position, initially for a period of 3 years or until the staff's Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional fixed term period of up to 3 years based on organizational needs and the staff's competencies. The position is full-time and requires relocation to Manila, with all reasonable relocation expenses covered.
