Established to support the reconstruction and recovery of the energy sector, the programme focuses on promoting a diverse energy mix, reducing dependence on gas and coal, and facilitating a transition to renewable energy sources. Job Overview:
The Project Analyst - Renewables (Solar) will play a crucial role in the implementation of solar power projects in Ukraine, contributing to the country's energy security and sustainability goals. This position involves supporting the development, design, and execution of solar power projects, ensuring adherence to quality standards, timelines, and budgets. The analyst will work closely with various stakeholders, including government authorities and technical experts, to identify priority projects and provide necessary support throughout the project lifecycle. The role also emphasizes the importance of gender equality and inclusivity in project planning and execution, aligning with UNDP's commitment to gender-responsive practices. The incumbent will be responsible for monitoring project progress, assessing risks, and ensuring compliance with relevant regulations and standards.

Duties and Responsibilities:
The Project Analyst will be responsible for a wide range of duties, including:
  • Providing project management support by contributing to the development, design, and implementation of solar power projects in Ukraine.
  • Supporting the construction process of solar power projects, ensuring adherence to deadlines and budgets from planning to commissioning stages.
  • Collaborating with experts and consultants to provide technical, legal, and financial support for project implementation.
  • Communicating effectively with central and local authorities to identify and prioritize projects that enhance energy security and sustainability.
  • Reviewing technical and financial proposals for solar power projects and recommending effective solutions for community needs.
  • Developing pre-feasibility studies for renewable energy projects, particularly focusing on solar energy.
  • Supporting the implementation of financial mechanisms and evaluating the performance of implemented solar power projects.
  • Ensuring compliance with Ukrainian regulations and international renewable energy standards.
  • Monitoring project progress, including key milestones, risks, and delays, and contributing to impact assessments. 1
  • Identifying potential risks related to project implementation and supporting mitigation strategies. 1
  • Engaging with local authorities and public utilities to integrate solar power projects into community development plans. 1
  • Facilitating knowledge sharing and capacity building among project partners and stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as Economics, Public Administration, Project Management, Business Administration, Renewable Energy, or Engineering. Alternatively, a first-level university degree (Bachelor’s degree) combined with two additional years of qualifying experience will be considered. The position requires a minimum of 2 years of relevant work experience (with a Master’s degree) or 4 years (with a Bachelor’s degree) in implementing energy efficiency and renewable energy projects, particularly in the municipal sector. Proficiency in office software and advanced knowledge of spreadsheet and database packages are essential, along with experience in web-based management systems.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree) in fields related to energy, project management, or public administration. A Bachelor’s degree in the same areas, combined with additional relevant experience, will also be considered. Candidates should have a strong understanding of renewable energy technologies, particularly solar energy, and the regulatory frameworks governing their implementation in Ukraine.

Experience:
The position requires a minimum of 2 years of professional experience in implementing energy efficiency and renewable energy projects, particularly in the municipal sector. Candidates with a Master’s degree should have at least 2 years of experience, while those with a Bachelor’s degree should have 4 years of relevant experience. Experience in grant-funded projects, particularly those involving solar power plants, is highly desirable. Familiarity with Ukrainian legislation related to renewable energy and collaboration with local government bodies is also advantageous.

Languages:
Fluent proficiency in English and Ukrainian is mandatory for this position. Candidates should be able to communicate effectively in both languages, as the role involves collaboration with various stakeholders and the preparation of project documentation.
