FAO operates in over 130 countries and has a workforce of more than 12,000 employees. In Ukraine, FAO has been active since 2003, focusing on emergencyhumanitarian response and agricultural development, particularly in rural areas. Following the war outbreak in February 2022, FAO has intensified its efforts to support agricultural production and food systems to protect food security for vulnerable communities.
Job Overview: The Emergency Programme Specialist (CVA) will play a crucial role in leading the Cash and Voucher Team within FAO's Ukraine office. This position requires a strong focus on data collection, analysis, and dissemination to support evidence-based decision-making in emergency and early recovery projects. The incumbent will provide technical guidance, capacity building, and contribute to the development of strategies and project proposals aimed at effective emergency response. The role demands close collaboration with various units within FAO, ensuring compliance with organizational standards while addressing the needs of vulnerable populations affected by the ongoing conflict.
Duties and Responsibilities: The incumbent will lead the Cash and Voucher Assistance (CVA) team, providing strategic, programming, technical, and operational support for the development, implementation, and monitoring of FAO Ukraine's projects. Responsibilities include overseeing data-related activities, ensuring high operational standards, and compliance with FAO regulations. The Emergency Programme Specialist will also facilitate technical guidance for field offices, support beneficiary identification exercises, and contribute to the development of the Emergency and Early Recovery Response Plan. Additionally, the role involves preparing concept notes, project proposals, and utilizing findings from monitoring and assessments to enhance program learning.
Required Qualifications: Candidates must possess an advanced university degree in Economics, Political Science, Statistics, Social Sciences, or a related field recognized by the International Association of Universities (IAU)/UNESCO. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of five years of experience in program management, data analysis, monitoring, and evaluation in humanitarian and development contexts is required. Proficiency in English at level C is mandatory, along with strong analytical and communication skills.
Educational Background: An advanced university degree is required, with a preference for fields related to economics, political science, statistics, or social sciences. Candidates with a bachelor's degree must have additional relevant experience to qualify for the position.
Experience: The position requires a minimum of five years of relevant experience in program management, data analysis, monitoring, and evaluation within the humanitarian and development sectors. Experience with data processing, analysis, and report writing is essential, along with familiarity with humanitarian cash and voucher programming.
Languages: A working knowledge of English at level C is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
