Job Overview: The Disability Inclusion International Consultant will play a crucial role in enhancing IOM's capacity to integrate disability inclusion across its humanitarian and recovery operations in Ukraine. This position is vital in addressing the rising demand for disability-inclusive programming, particularly in light of the ongoing war and its impact on the population. The Consultant will report to the Programme Manager (MHPSS) and will be responsible for delivering training on inclusive communication, accessibility, and rights-based approaches. The role involves documenting good practices and providing comprehensive recommendations to enhance inclusivity throughout all programs. The Consultant will employ a multidisciplinary approach to ensure that disability inclusion is embedded in all programming, aligning with IOM's strategic priorities and recent needs assessments. This position requires a proactive individual who can develop inclusive tools, training materials, and evidence-based reporting systems to facilitate participatory assessments and targeted capacity-building initiatives.
Duties and Responsibilities: The Consultant will undertake a variety of tasks to support IOM Ukraine in embedding inclusive practices across all humanitarian and recovery programs. Key responsibilities include conducting disability inclusion and accessibility screenings of IOM's Multisectoral Programme Interventions through field visits and technical evaluations. The Consultant will produce an assessment report on disability inclusion needs and opportunities in Ukraine, complete with actionable recommendations. They will enhance the capacity of IOM staff, government counterparts, and partners through comprehensive training initiatives, including a minimum of 18 hours of training on disability inclusion. The Consultant will also standardize the media and communication approach to disability inclusion across sectors and draft the IOM Disability Inclusion Strategy for Multisectoral Humanitarian and Recovery Programming in Ukraine. Additional duties may include conducting stakeholder consultations, developing multimedia awareness campaigns, and providing documentation of policy development support.
Required Qualifications: Candidates must possess a Bachelor’s degree in Disability Studies, Social Work, Psychology, Sociology, Inclusive Education, Humanitarian Affairs, or a related field. A Master’s degree is considered an asset. Applicants should have at least five years of professional experience in disability inclusion within humanitarian, recovery, or development contexts. Experience working directly with persons with disabilities and other vulnerable groups is highly desirable. Technical skills should include delivering inclusive training, conducting accessibility audits, and developing guidance or tools for inclusive programming and policies. Strong interpersonal and communication skills are essential, as is the ability to work effectively with diverse teams and stakeholders.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as Disability Studies, Social Work, Psychology, Sociology, Inclusive Education, or Humanitarian Affairs. A Master’s degree in these areas is advantageous and may enhance a candidate's qualifications for the role.
Experience: The position requires a minimum of five years of professional experience in disability inclusion, particularly within humanitarian, recovery, or development contexts. Candidates should have a proven track record of working directly with persons with disabilities and other vulnerable groups, demonstrating their ability to implement inclusive practices effectively. Experience in conducting accessibility assessments and leading participatory research is also essential.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within IOM. Proficiency in Ukrainian is considered an asset, as it will facilitate better engagement with local stakeholders and enhance the effectiveness of the Consultant's work in Ukraine.
Additional Notes: The position requires a motivated and responsible professional with a strong international background in Disability and Inclusion, as well as humanitarian and recovery programming. The Consultant should be flexible and willing to travel frequently across various regions of Ukraine for field-based training and accessibility assessments. The role is expected to be full-time, and the Consultant will be compensated according to IOM's guidelines.
