Job Description
Job Posting Organization: The consultancy supports the project 'Hromada Reconstruction and Empowerment Facility (HREF)', which is financed by the Government of the Federal Republic of Germany through the German Development Bank (KfW). The mission of this project is to contribute to hromada-driven recovery processes that strengthen resilience and promote durable solutions for conflict-affected communities in Ukraine. The organization operates in Ukraine and focuses on empowering local authorities and actors to develop and implement recovery plans that are tailored to the needs of the communities they serve. The project serves 25 hromadas across 12 oblasts and is implemented through nine programmatic units of IOM Ukraine.
Job Overview: The Consultant for Information Management will play a pivotal role in shaping the project’s internal and external information management approach. This position involves developing a comprehensive strategy for managing information related to the HREF project, which aims to restore critical public infrastructure and services while promoting socio-economic recovery interventions. The consultant will be responsible for creating a conceptual proposal for information management, developing internal tools for donor reporting, and establishing an external information sharing tool that provides stakeholders with up-to-date project information. The role requires a strong understanding of information management practices and the ability to engage with diverse stakeholders effectively.
Duties and Responsibilities: The Consultant will be responsible for several key deliverables throughout the consultancy period. The first deliverable involves creating a conceptual proposal for information management, which includes reviewing existing approaches, identifying gaps, and consulting with IOM personnel and external stakeholders. The second deliverable focuses on developing at least three internal information management tools that support automated donor reporting, ensuring alignment with IOM’s existing tools and standards. The third deliverable requires the consultant to create a publicly accessible information sharing tool that includes features such as an interactive map of the hromadas and a structured library of online files. The fourth deliverable involves training staff members on the use of the developed tools and ensuring their smooth operation. The consultant will also be expected to perform other duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree in Information Technology, Computer Information Systems, Software Engineering, Data Science, or a related field. Additionally, a minimum of three years of professional experience in information management is required. Strong analytical and programming skills are essential, with a proven record of developing advanced Excel documents and Power BI dashboards connected to Power Automate. Candidates should also demonstrate experience in data visualization, website design, and artificial intelligence, along with excellent intercultural and communication skills to engage diverse stakeholders remotely.
Educational Background: An advanced university degree in a relevant field such as Information Technology, Computer Information Systems, Software Engineering, or Data Science is required for this position. This educational background ensures that the consultant has the necessary theoretical knowledge and practical skills to effectively manage information systems and tools.
Experience: The position requires a minimum of three years of professional experience in information management, which should include a strong focus on analytical and programming skills. Candidates should have a proven track record of developing advanced Excel documents and Power BI dashboards, as well as experience in data visualization and website design. Familiarity with artificial intelligence applications in information management is also beneficial.

Additional Notes: This consultancy position is home-based but requires frequent time spent at the IOM Kyiv Office. The payment structure is based on the completion of deliverables, with specific percentages allocated for each set of deliverables.
