Job Overview:
The Regional Supply Chain Officer will play a crucial role in overseeing supply chain activities within the region, ensuring that quality goods and services are delivered to beneficiaries in a timely and cost-effective manner. This position requires strategic planning for supply chain activities in collaboration with internal and external stakeholders. The officer will conduct logistics capacity assessments and market research to inform decision-makers about local market trends. They will supervise and manage supply chain management tasks, including planning, budgeting, and scheduling, while preparing regular progress reports and statistical information. The officer will lead supply chain activities, including procurement, warehouse management, transport, and distribution, while providing guidance and training to relevant staff. Identifying and optimizing supply chain bottlenecks will be essential to ensure efficient service delivery. The officer will also liaise with program management to provide technical support for procurement processes and ensure compliance with procurement rules and regulations.

Duties and Responsibilities:
The duties and responsibilities of the Regional Supply Chain Officer include overseeing all supply chain management tasks, conducting strategic planning for supply chain activities, performing logistics capacity assessments, supervising procurement processes, managing vendor relationships, and ensuring compliance with procurement rules. The officer will prepare and analyze reports, lead supply chain activities in the regional office, and provide training and guidance to staff. They will identify supply chain bottlenecks and optimize processes, review procurement requests, solicit bids, and oversee the bidding process. The officer will also establish internal control mechanisms for supply chain management, monitor maintenance of office facilities, and represent the regional office in UN inter-agency meetings related to supply chain management.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have extensive knowledge of IOM/UN procurement and financial rules, as well as experience in managing diverse procurement and logistics operations. Strong training and management skills for large teams are also required.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has additional relevant professional experience. This educational foundation is essential for understanding the complexities of supply chain management and procurement processes.

Experience:
Candidates should have a minimum of five years of relevant professional experience in managing diverse procurement and logistics operations. Demonstrated experience in training and managing large teams, as well as managing vendors and suppliers, is crucial for this role. The ability to navigate complex supply chain challenges and implement effective solutions is also necessary.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year with the possibility of extension. It is classified as a professional role (P-3) and requires international mobility for recruited staff.
