Job Overview:
The Senior Data Management Associate will play a crucial role in enhancing the data management capabilities of IOM across the region. This position is designed to support the coherent and efficient collection, analysis, and utilization of data, ensuring adherence to IOM and UN data standards. The associate will work closely with the Deputy Regional Director and the Regional Thematic Specialist to implement standardized data collection tools and protocols, oversee data quality, and consolidate data into central repositories. The role also involves providing data analysis for reports and visualizations, conducting training sessions for national staff, and exploring innovative data technologies to improve practices. The Senior Data Management Associate is expected to foster collaboration among regional and country offices to ensure data consistency and comparability, thereby enhancing the overall effectiveness of IOM's operations in the region.

Duties and Responsibilities:
  • Support the rollout and implementation of standardized data collection tools and protocols with Country Office data focal points, ensuring alignment with IOM data standards and technical tools.
  • Oversee the setup and configuration of data collection systems for Country Office activities.
  • Ensure data quality through rigorous monitoring, cleaning, and validation processes in coordination with MDDRAD.
  • Consolidate data from various sources into the central data warehouse and, when relevant, into a regional data warehouse, in line with DTM systems.
  • Provide surge data support capacities when needed by Country Offices.
  • Provide clean and usable datasets to support in-depth data analysis for reports, dashboards, and visualizations aligned with IOM's Strategic Plan.
  • Support the development and maintenance of data dictionaries and metadata for various data collection activities ongoing in the region.
  • Conduct training sessions for national staff on data management, analysis, and visualization techniques.
  • Collaborate with Regional and Country Offices to ensure data consistency and comparability. 1
  • Explore and implement new data technologies and methodologies to improve data management practices. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Bachelor’s degree in statistics, computer science, information systems, or a related field with four years of relevant professional experience; or a High School diploma with six years of relevant experience.
  • Professional experience in data management, mapping, and data systems in the humanitarian or development sector is required.
  • Technology proficiency in data-relevant tools such as Excel, Azure, Fabric, SQL, Python or R, GIS (i.e., ArcGIS), data warehousing, and statistical software is required.
  • Thematic (migration, displacement, etc.) and operational field experience including data collection is required.
  • Experience in project management, monitoring and evaluation, and other relevant technical experience is desirable.
  • Strong external and internal communication skills that foster strong teamwork and cross-unit collaboration are required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in statistics, computer science, information systems, or a related field. Alternatively, candidates with a High School diploma and six years of relevant experience are also eligible. It is important that the educational qualifications are from accredited universities listed in the UNESCO World Higher Education Database.

Experience:
Candidates must have professional experience in data management, mapping, and data systems, particularly within the humanitarian or development sectors. Experience working with data engineers is desirable. The role requires proficiency in relevant technology tools and a strong understanding of thematic areas related to migration and displacement. Additionally, experience in project management, monitoring, and evaluation is considered an asset.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. A working knowledge of French is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Panama will be considered.
