Job Overview: The Programme Assistant position is situated within the UNV Regional Office for Latin America and the Caribbean (UNV ROLAC). This role is pivotal in supporting the mobilization of UN Volunteers, particularly in Non-Field Unit countries. The Programme Assistant will provide comprehensive administrative and operational assistance, ensuring that volunteer engagement aligns with UNV’s Strategic Framework. The position requires a proactive approach to meet the evolving demands of UN partners and enhance the volunteer experience. The Programme Assistant will work closely with the Regional Portfolio Manager and will be responsible for various tasks related to volunteer recruitment, deployment, management, and support, contributing to the overall effectiveness of the UNV programme in the region.
Duties and Responsibilities: The Programme Assistant will undertake a variety of tasks, including:
Supporting the recruitment and deployment process of UN Volunteers, ensuring efficient volunteer management and timely communication of critical issues to the Programme Associate.
Liaising with Host Entity clients to enhance the volunteer experience, providing guidance for supervisors, and tailoring training needs.
Maintaining comprehensive records for all UN Volunteers in Non-Field Unit countries, organizing files, and updating relevant correspondence and reports in the UNV platform.
Monitoring the contractual status of serving UN Volunteers and flagging necessary follow-up actions to the Volunteer Services Centre.
Assisting with logistical and travel arrangements for arriving UN Volunteers and their dependents.
Ensuring all conditions are met prior to disbursing final entitlements to UN Volunteers upon assignment completion.
Providing logistical and administrative support in procurement processes.
Supporting the organization of inductions and learning workshops for UN Volunteers, identifying their learning needs and preparing necessary materials.
Acting as a peer-support resource for other Programme Assistants in the region, facilitating the exchange of information and best practices. 1
Performing any other related tasks as assigned by the supervisor.
Required Qualifications: Candidates must possess strong organizational skills, attention to detail, and the ability to work collaboratively in a team environment. Proficiency in administrative tasks and experience in volunteer management or related fields are essential. Candidates should demonstrate a commitment to the values of volunteerism and possess excellent communication skills to effectively liaise with various stakeholders. Familiarity with UNV’s mission and objectives, as well as an understanding of the regional context, will be advantageous. The ability to adapt to changing circumstances and manage multiple tasks efficiently is crucial for success in this role.
Educational Background: A minimum of a bachelor’s degree in social sciences, international relations, public administration, or a related field is required. Advanced degrees or specialized training in volunteer management, project management, or development studies will be considered an asset. Candidates should have a solid understanding of the principles of volunteerism and development, as well as the ability to apply this knowledge in a practical context.
Experience: Candidates should have at least 2-3 years of relevant experience in administrative support, project management, or volunteer coordination. Experience working in an international organization or within the UN system is highly desirable. Familiarity with the Latin American and Caribbean context, as well as experience in engaging with diverse communities, will be beneficial. The ability to work under pressure and meet deadlines while maintaining a high standard of work is essential.
Languages: Fluency in English and Spanish is mandatory, as these are the primary languages of communication within the UNV ROLAC. Proficiency in French is considered a valuable asset, given the multilingual context of the region. Candidates should possess strong written and verbal communication skills in these languages to effectively engage with stakeholders and volunteers.
Additional Notes: This position is based in Panama City, which is classified as a family duty station. The living conditions are generally safe, with access to modern amenities, healthcare, and educational institutions. The role offers a Monthly Living Allowance estimated at USD 1809.66, an entry lump sum of USD 400.00, and an exit allowance of USD 150.81 for each month of service. Medical, dental, and life insurance coverage is provided, along with annual leave accrued at a rate of 2.5 days per month. Candidates should be prepared for the cultural nuances of living in Panama and possess the flexibility to adapt to potentially challenging living conditions.
