Job Overview: The Programme Support Officer (PSU) will play a crucial role in supporting the IOM Chad Country Office's resource mobilization and external liaison functions. This position involves working under the overall supervision of the Head of Programmes and the direct supervision of the Programmes Coordinator (PSU). The officer will be responsible for project development and donor reporting, assisting in internal coordination, and developing strategies that respond to new and emerging challenges faced by the Chad Country Office. The role requires a proactive approach to identifying funding opportunities, managing donor contracts, and ensuring compliance with donor interests and requirements. The officer will also contribute to the consolidation and analysis of data on program implementation, draft progress reports, and assist in the overall integration of Monitoring Evaluation Accountability and Learning (MEAL) outputs into projects. This position is essential for enhancing the effectiveness of IOM's operations in Chad and ensuring that the organization meets its strategic goals.
Duties and Responsibilities:
Provide technical support and contribute to the conceptualization, design, and development of new programs/projects in coordination with relevant Program Managers and external partners, ensuring compliance with donor requirements.
Manage donor contracts by coordinating administrative and financial aspects, including activation, processing, endorsement, and records-keeping.
Analyze program implementation data and draft regular progress reports for donors and partners.
Research funding opportunities and assist in developing donor profiles and guidance notes.
Prepare country office briefings, presentations, and analysis documents.
Integrate MEAL outputs into projects and develop data collection tools.
Compile reports on IOM strategic approaches for distribution.
Provide administrative support for conferences and meetings related to donor liaison.
Assist the Programmes Coordinator in providing strategic guidance to the Chief of Mission and liaising with stakeholders. 1
Maintain accurate records of correspondence and project files. 1
Review resource requirements and document programmatic needs. 1
Draft visibility and resource mobilization materials and organize donor briefings. 1
Establish and maintain partnerships with government entities and stakeholders. 1
Monitor project deadlines and reporting requirements. 1

Required Qualifications: Candidates must possess a Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have a strong understanding of program management cycles, project development, and report writing skills, as well as proficiency in Microsoft applications and relational databases.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, or Peace and Conflict Studies from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional responsibilities.
Experience: Candidates should have previous experience working in an international organization, with a strong understanding of the UN system. Essential experience includes knowledge of foreign government funding mechanisms and relevant issues such as migration, livelihoods, and job creation strategies. Experience in project development, reporting, fundraising, donor relations, and project monitoring and evaluation is also required. This background will enable the candidate to effectively contribute to the IOM's mission and objectives in Chad.
Languages: Fluency in English and French is required for this position, both oral and written. IOM's official languages are English, French, and Spanish, and all staff members must be proficient in one of these languages. A working knowledge of a local language and/or another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: This position is classified as a Special Short Term Graded contract, with an initial duration of 6 months, extendable up to 9 months. The recruitment is for a professional role, and candidates are encouraged to apply regardless of their nationality, with a focus on first- and second-tier candidates, particularly qualified female candidates and those from non-represented member countries of IOM. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must be mobile and willing to relocate as required.
