Job Overview: The Finance Assistant position is crucial for the effective management of financial resources within the IOM's Sub-Office in N'Djamena. The successful candidate will work under the overall supervision of the Finance Officer and the direct supervision of the Senior Finance Assistant. This role involves a variety of financial management tasks, including data extraction and input into financial systems, responding to financial queries, assisting in payroll preparation, and ensuring compliance with IOM finance policies. The Finance Assistant will also be responsible for maintaining accurate financial records, preparing reports, and providing support to staff regarding financial matters. This position requires a detail-oriented individual who can manage multiple tasks efficiently while adhering to strict deadlines and maintaining confidentiality.
Duties and Responsibilities: The Finance Assistant will have a comprehensive set of responsibilities that include: extracting and inputting data from various sources into financial or accounting systems; responding to accounting, budget, or financial queries from staff; assisting in payroll preparation by executing validity checks on monthly payroll results; reviewing payment requests to ensure they are duly authorized and supported by necessary documentation; creating new vendor accounts in ORACLE; verifying vendor requests for accuracy; performing claim verifications against documentation; preparing necessary receipt and journal vouchers; assisting in the preparation of budget, accounting, and financial reports; providing assistance to staff services such as travel and expense claims; ensuring systematic filing of all posted payments and accounting documents; managing the office's petty cash; and performing other related duties as required.
Required Qualifications: Candidates must possess a high school diploma with four years of relevant experience, or a bachelor's degree in Business Administration, Accounting, Finances, or related fields with two years of relevant professional experience. It is essential that candidates have experience in financial processes, including documentation, review, verification, and record keeping. Familiarity with Oracle or other financial management systems is required, along with proficiency in Microsoft Office applications. Candidates should also demonstrate attention to detail, organizational skills, and the ability to maintain confidentiality. Previous experience with international humanitarian organizations is an advantage.
Educational Background: The educational background required for this position includes either a high school diploma with four years of relevant experience or a bachelor's degree in a related field such as Business Administration, Accounting, or Finance. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database, ensuring that their educational qualifications meet international standards.
Experience: Candidates should have a minimum of two years of relevant professional experience if they hold a bachelor's degree, or four years if they possess only a high school diploma. Experience should include responsibility for financial processes, documentation, review, verification, and record keeping. Familiarity with financial management systems such as Oracle or SAP is highly desirable, as is experience in maintaining tracking sheets for self-monitoring purposes. Candidates should also have a demonstrated ability to maintain confidentiality and a background in working with international organizations in a multicultural setting.
Languages: Fluency in English and French is mandatory, both oral and written. A working knowledge of Arabic is also required. The IOM's official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Chad will be considered. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Any offer made to the candidate is contingent upon funding confirmation. Candidates must also be certified as medically fit for appointment, and their residency, visa, and authorizations will be verified by the concerned government where applicable.
