Job Overview:
The Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) in Gaza will play a crucial role in supporting security management and access negotiation within the region. This position is vital given the current humanitarian crisis in Gaza, which has seen significant destruction and displacement. The HASM will report directly to the HASM Palestine and will work closely with the Area Manager for national staff security. The role involves direct management of a team that includes a HAS Supervisor, three HAS Officers, and one Tracking Officer, as well as indirect management of approximately 30 guards. The HASM is expected to embody the values of HI, translating organizational strategy into operational objectives, fostering innovation, and ensuring compliance with institutional policies. The position requires a proactive approach to managing security risks and developing a comprehensive security framework that aligns with HI's operational needs.

Duties and Responsibilities:
The Access and Security Manager will have several key responsibilities, including: 1) Management: The HASM will serve as an exemplary manager, embodying HI's values and providing clear direction to the team. This includes organizing operational management, overseeing performance, and facilitating problem-solving. The HASM will also be responsible for the professional development of team members and ensuring compliance with HI's code of conduct. 2) Standards and Expertise: The HASM will develop, implement, and update HI's security framework, ensuring adherence to security policies and guidelines. This includes representing HI in external security matters and fostering a learning environment based on experiences and lessons learned. 3) Context Monitoring: The HASM will continuously monitor and analyze the humanitarian context in Gaza, identifying obstacles to access and opportunities for improvement. This involves developing a network of contacts and suggesting adjustments to operating procedures to enhance acceptance in intervention areas. 4) Operational Security Management: The HASM will produce security analyses, help identify at-risk activities, and provide guidance on security frameworks and strategies. Regular field visits for security assessments will be required, along with managing incidents and crises effectively. 5) Capacity Building: The HASM will assess training needs and implement a training plan for HI staff, promoting a culture of safety and providing security briefings for new employees. The salary starts at 2813€ gross per month, with additional allowances for per diem and hardship while in Gaza. Paid leave is provided at a rate of 25 days per year, along with rest and recuperation (R&R) days based on time spent in Gaza. The position is unaccompanied, and housing will be collectively arranged by HI. If the candidate is a resident of the country, a local package will be offered.
