In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Expert on Monitoring and Evaluation (M&E) will play a crucial role in supporting the implementation of the State Program for the Prevention of Domestic Violence in Tajikistan for the period of 2025–203
This position involves developing and operationalizing a robust M&E framework to ensure effective monitoring of the program's implementation. The expert will be responsible for identifying clear and measurable key performance indicators, establishing data collection mechanisms, and facilitating capacity building among implementing partners. The consultant will work closely with government institutions, international organizations, and NGOs to strengthen coordination and accountability in addressing domestic violence. The role requires independent monitoring of the program's implementation, assessing its effectiveness, and ensuring that interventions are evidence-based and responsive to the needs of survivors. The consultant will report to the Country Programme Manager and collaborate with various stakeholders to ensure coherence and provide technical support as needed.
Duties and Responsibilities: The National Consultant will undertake a variety of tasks under the supervision of the UN Women Country Programme Manager and in close coordination with the Committee on Women and Family Affairs under the Government of Tajikistan. Key responsibilities include: reviewing the strategic goals, objectives, expected results, and indicators of the State Program on Prevention of Domestic Violence; preparing a detailed implementation plan for monitoring activities; collecting and analyzing qualitative and quantitative data on program implementation; validating collected data through consultations; evaluating program alignment with stated goals; identifying successes, shortcomings, risks, and gaps; developing an analytical report with findings and recommendations; proposing enhancements to the monitoring system; and conducting presentations for stakeholders. The consultant will also integrate feedback from UN Women and partners into the final report.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in social sciences, public policy, gender studies, statistics, development studies, or a related field. Additionally, at least 5 years of relevant experience in gender equality and gender mainstreaming in development programs at the national level is required. Candidates should have at least 3 years of experience working with government working groups to develop national strategies and programs promoting gender equality. Strong analytical and research skills, including data collection and analysis, as well as excellent report writing skills, are essential. Previous experience working with government institutions, civil society organizations, and international development partners, including UN agencies, is also required.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as social sciences, public policy, gender studies, statistics, or development studies. This educational foundation is critical for understanding the complexities of gender issues and the development landscape in Tajikistan.
Experience: Candidates should have a minimum of 5 years of relevant experience in gender equality and gender mainstreaming within development programs and projects at the national level. This includes at least 3 years of experience working with government entities to develop national strategies and programs aimed at promoting gender equality. Experience in evaluating gender equality programs, particularly those focused on domestic violence prevention and response, is highly desirable.
Languages: Fluency in Tajik and Russian is mandatory for this position, while a working knowledge of English is considered an asset. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders involved in the program.
Additional Notes: This consultancy is home-based, allowing the consultant to work remotely, with the possibility of in-person meetings in Dushanbe if required. The position is expected to involve a significant amount of independent work, with the consultant responsible for ensuring timely coordination and communication with the Committee on Women and Family Affairs and other stakeholders. The consultant will also be expected to adhere to UN Women's policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations.
