Established in 1975, the OSCE comprises 57 participating States, all of which enjoy equal status and make decisions by consensus. The OSCE Programme Office in Dushanbe plays a crucial role in promoting the implementation of OSCE principles and commitments in Tajikistan, focusing on enhancing security and stability through various initiatives.
Job Overview: The Head of the Politico-Military Department will be responsible for managing the department and providing strategic direction in alignment with the office's mandate. This role involves informing senior management about political priorities, identifying key projects, and contributing to planning initiatives. The successful candidate will also coordinate cooperation with local governmental and non-governmental actors, political parties, and international stakeholders, ensuring effective communication and collaboration on political and security issues. The position requires a strong understanding of regional political developments and the ability to analyze and compile information related to politico-military affairs.
Duties and Responsibilities: The successful candidate will manage the Politico-Military Department, providing direction to activities in accordance with the office's mandate. Key responsibilities include informing senior management of political priorities, identifying priority projects, and participating in planning initiatives. The Head of Department will review and approve strategies and concepts to address new challenges, coordinate cooperation with local actors, and supervise the department team. Additional duties include monitoring the development and implementation of activities related to border security, police reform, and conflict prevention, as well as assisting in arranging OSCE regional events and performing other related tasks as required.
Required Qualifications: Candidates must possess diplomatic experience or experience in political and/or politico-military affairs with international organizations and governments. A thorough knowledge of regional political and security developments is essential, along with experience in negotiations and liaison with governmental and military authorities. The ability to compile and analyze politico-military information is also required. Strong leadership qualities, communication skills, and cultural sensitivity are crucial for this role.
Educational Background: A second-level university degree or a certified training course in a relevant field is desirable. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. A Master's degree is preferred for this position.
Experience: Candidates should have a minimum of 6 years of relevant, diversified, and progressively responsible professional experience, including at least 3 years at the management level relevant to the position. Experience in project management, budget development, and administration is also required, along with a proven track record in negotiations and liaising with governmental authorities and civil society.
Languages: Professional fluency in English is mandatory, with the ability to draft documents clearly and concisely. Knowledge of Russian and/or Tajik is considered an advantage, and familiarity with these languages would enhance the candidate's profile.
Additional Notes: This position is classified as a middle management role under the OSCE's international secondment contract type. The contract is fixed-term and full-time, with a target start date as soon as possible.
