Job Overview:
The Learning and Reflection Consultant will play a crucial role in supporting the Mobility Pathways and Inclusion (MPI) Department and the Programme Support Unit (PSU) of IOM. This position is designed to enhance the understanding and governance of labor mobility within the Central Asian corridor, particularly through the Labour Migration Programme - Central Asia initiative. The consultant will be responsible for conducting site visits, engaging with beneficiaries, and collecting qualitative data to inform a comprehensive reflection report. This report will summarize project achievements, challenges, and lessons learned, and will be used to facilitate a reflection workshop with stakeholders. The consultant will also assist in the final project evaluation, ensuring that findings align with donor and organizational standards, and will coordinate communication between IOM and the Ministry of Labour for the International Migration Review Forum (IMRF).

Duties and Responsibilities:
The selected candidate will be expected to perform the following tasks:
  • Conduct site visits to project locations and engage with beneficiaries and implementing partners to gather qualitative data, including impact stories and challenges faced.
  • Document findings and insights for inclusion in a reflection report.
  • Analyze collected data to identify key themes and recommendations for project improvement.
  • Prepare a comprehensive reflection report summarizing project achievements, challenges, and lessons learned.
  • Design and facilitate a reflection workshop with stakeholders to validate findings and encourage knowledge sharing.
  • Support the evaluation team in gathering and analyzing data for the final project evaluation, providing inputs on methodology and reporting as required.
  • Act as a liaison between IOM and the Ministry of Labour to ensure smooth communication and collaboration, preparing briefing notes and logistical arrangements for the IMRF.
  • Ensure timely submission of required documents and compliance with IMRF guidelines.
  • Perform other relevant tasks as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s or higher degree in Social Sciences, Development Studies, Migration Studies, Public Policy, or a related field from a recognized institution. Additionally, candidates should have extensive knowledge of the migration context in Tajikistan and a minimum of 3 years of professional experience in project evaluation, monitoring and learning (MEL), or impact assessment. Experience in communication with migrants and relevant government stakeholders is also essential.

Educational Background:
A Bachelor’s degree or higher in relevant fields such as Social Sciences, Development Studies, Migration Studies, or Public Policy is required. This educational background should provide a solid foundation for understanding the complexities of migration and the socio-economic factors influencing it.

Experience:
The position requires a minimum of 3 years of professional experience in project evaluation, monitoring and learning (MEL), or impact assessment. Candidates should have a proven track record of working effectively with migrants and government stakeholders, demonstrating an understanding of the migration landscape in Tajikistan.

Languages:
Fluency in English, Russian, and Tajik is mandatory, with excellent writing skills in these languages. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultant will be required to travel to various regions to monitor projects in the field and prepare reports. Any offer made to the candidate is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy, but does not provide evacuation or medical insurance for non-occupational accidents or illnesses. Consultants are responsible for their own medical insurance for non-occupational incidents and must provide proof of coverage before starting work. IOM maintains a zero-tolerance policy on conduct incompatible with its objectives, including sexual exploitation and abuse, harassment, and discrimination.
