Job Posting Organization: The UNDP Tajikistan Country Office has been operational since 2003, focusing on the implementation of HIV/AIDS and TB grants provided by the Global Fund. Job Overview: The Finance Assistant plays a crucial role in the financial management of the UNDP project, ensuring the accurate implementation of financial activities. This position requires close collaboration with the Administrative and Finance Analyst, Finance Associate, and other finance specialists to provide high-quality financial services. The Finance Assistant is responsible for maintaining compliance with organizational financial rules and regulations while supporting budget preparation, monitoring expenditures, and ensuring timely financial reporting. The role also involves assisting in financial negotiations and maintaining financial records in accordance with UNDP policies. The Finance Assistant must be proactive in managing financial transactions and ensuring the project's financial health aligns with its objectives.
Duties and Responsibilities: The Finance Assistant's duties include participating in the preparation of annual work plans, controlling expenditures against approved budgets, supporting budget preparation and revisions, and assisting in financial negotiations. The role involves creating e-requisitions for procurement, maintaining financial records, monitoring project expenditures, verifying payment requests, and ensuring compliance with financial regulations. The Finance Assistant will also assist in preparing periodic financial reports, managing accounts, and supporting project audits. Additional responsibilities include maintaining attendance sheets for project personnel, ensuring accurate payroll information, managing travel authorizations, and overseeing asset management and documentation.
Required Qualifications: Candidates must possess a secondary education with specialized certification in Accounting and Finance, with a preference for a Bachelor's degree in relevant fields such as Accounting, Finance, Mathematics, or Business Administration. The role requires a strong understanding of financial management principles and practices, as well as proficiency in financial reporting and analysis. Candidates should demonstrate outstanding computer skills, particularly in financial management systems, and have experience with donor-funded projects and national financial systems. Knowledge of IPSAS/IFRS is considered an asset, along with experience in complex local development programs.
Educational Background: The minimum educational requirement for this position is secondary education with specialized certification in Accounting and Finance. A Bachelor's degree in Accounting, Finance, Mathematics, Computing, Development, or Business Administration is desired, as it provides a stronger foundation for the financial responsibilities of the role.
Experience: Candidates should have a minimum of 5 years of relevant work experience in accounting and finance for national or international organizations with a secondary education, or 2 years of experience with a Bachelor's degree. Experience with donor-funded projects and national financial systems is advantageous, as is demonstrated experience in financial report preparation and budget variance analysis.
Languages: Fluency in spoken and written English and Russian is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication within the diverse environment of the UNDP.
