Job Overview:
The EpiC Tajikistan Health Emergency Management Specialist will play a crucial role in the implementation of the Health Emergency Management component of the EpiC project, which is part of a broader initiative funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). This position requires a strategic leader who will work closely with the Ministry of Health and Social Protection of the Population of Tajikistan and other stakeholders to enhance the country’s emergency response systems. The specialist will be responsible for providing technical and programmatic support, ensuring that project activities are executed smoothly and effectively. This role involves coordinating efforts among various partners, developing policies and procedures for infectious disease response, and ensuring that project objectives are met in alignment with national health strategies. The specialist will also be involved in monitoring project performance and addressing any programmatic issues that arise, making this a dynamic and impactful position within the organization.

Duties and Responsibilities:
The duties and responsibilities of the EpiC Tajikistan Health Emergency Management Specialist include:
  • Providing strategic leadership and guidance for the Health Emergency Management component of the project, ensuring alignment with national health objectives.
  • Collaborating with national and international partners to deliver the technical assistance necessary for achieving project goals.
  • Ensuring timely implementation of EpiC/GHS activities in coordination with the Ministry of Health and other stakeholders.
  • Developing and updating national policies and procedures for infectious disease prevention and response.
  • Leading the creation of Standard Operating Procedures (SOPs) for infectious disease outbreak response strategies.
  • Monitoring project activities to ensure they meet established objectives and deliverables, and addressing any issues promptly.
  • Coordinating with finance and program teams to ensure high-quality support in operations and procurement.
  • Assisting in the development of work plans, presentations, and reports, and representing the project as needed.
  • Participating in Bid Review Committees to ensure fair evaluation of bids. 1
  • Performing other duties as assigned by management.

Required Qualifications:
The minimum qualifications for this position include:
  • A Bachelor’s degree or higher in public health, international development, or a related field; a Master’s degree is preferred.
  • At least 5 years of experience in leading health systems strengthening programs.
  • Demonstrated knowledge of the health context in Tajikistan.
  • Strong organizational skills and attention to detail.
  • Proficiency in data analysis and decision-making based on data insights.
  • Experience in developing guidelines, SOPs, and training materials, as well as conducting training for health workers.
  • Proven experience in working with government officials, particularly in supporting strategy development and implementation.

Educational Background:
Candidates must possess a minimum of a Bachelor’s degree in public health, international development, or a related field. A Master’s degree in a relevant area will be considered an added advantage, as it demonstrates a higher level of expertise and understanding of complex health systems and emergency management.

Experience:
The position requires a minimum of 5 years of relevant experience in leading health systems strengthening programs. Candidates should have a proven track record of working effectively in health emergency management and should be familiar with the health landscape in Tajikistan. Experience in training health workers and developing training materials is also essential, as is experience working with government entities.

Languages:
Fluency in English and Tajik is required for this position, as effective communication with local stakeholders and international partners is crucial. Proficiency in Russian is preferred, as it may facilitate communication with a broader range of partners and stakeholders in the region.

Additional Notes:
This position is based in Dushanbe, Tajikistan, and is open to citizens of Tajikistan or individuals with legal authority to work in the country.
