Job Overview: The EpiC Tajikistan Finance Manager will play a crucial role in overseeing the financial management and administrative functions of the EpiC Project within the FHI 360 office in Tajikistan. This position is responsible for ensuring compliance with donor regulations and organizational policies while providing strategic financial oversight. The Finance Manager will work closely with the Associate Director, Country Finance, and the EpiC headquarters team to develop budgets, forecast expenditures, and manage financial reporting. The role requires a strong understanding of financial principles, excellent analytical skills, and the ability to communicate effectively with various stakeholders, including government bodies and project staff. The Finance Manager will also be involved in capacity building for finance and administrative personnel, ensuring that the project operates efficiently and effectively in achieving its goals.
Duties and Responsibilities: The Finance Manager will lead financial planning, budgeting, reporting, and audit reviews in collaboration with senior management. Key responsibilities include overseeing project budgets and financial transactions, ensuring compliance with FHI 360 and donor regulations, and preparing high-quality financial reports. The Finance Manager will review and approve procurement requests and payment vouchers, supervise finance and administrative staff, and maintain financial policies and procedures. Additionally, the role involves liaising with government bodies for compliance reporting, supporting audits, and providing technical financial guidance to project staff and partners. The Finance Manager will also be responsible for validating sub-awardee budgets and financial reports, ensuring accuracy and compliance with organizational standards.
Required Qualifications: Candidates must possess a Bachelor’s degree or its international equivalent in Financial Management, Business Administration, Finance, Accounting, or a related field. A minimum of eight years of accounting and financial management experience in large-scale international development programs is required, along with at least five years of relevant experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, reporting, and budget development. Familiarity with USG cost principles, PEPFAR regulations, and GAAP accounting rules is essential. Supervisory experience managing finance and administrative staff is also required, as well as experience in developing finance and accounting policies and procedures. Strong diplomacy skills and the ability to build professional relationships with stakeholders are crucial for success in this role.
Educational Background: A Bachelor’s degree in Financial Management, Business Administration, Finance, Accounting, or a related field is mandatory. Advanced degrees or certifications in finance or accounting may be advantageous but are not explicitly required for this position.
Experience: The ideal candidate should have a minimum of eight years of experience in accounting and financial management, particularly in the context of international development assistance programs. This experience should include at least five years focused on financial analysis, reporting, and budget management, preferably within international health projects. Demonstrated experience with USG cost principles and grants management is also essential.
Languages: Fluency in English, Russian, and Tajik is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is based in Dushanbe, Tajikistan, and is open to citizens of Tajikistan or individuals with legal authority to work in the country.
