Job Overview: The EpiC Tajikistan Database Specialist will play a crucial role in maintaining and managing the digital data systems for the EpiC project, which is focused on achieving HIV epidemic control and improving health outcomes in Tajikistan. The specialist will be responsible for ensuring the integrity and security" style="border-bottom: 1px dotted #007bff !important;">security of the DHIS2 databases, facilitating the flow of data from community and facility levels to the national database, and collaborating with various stakeholders to ensure accurate data collection and reporting. This position requires a proactive approach to problem-solving and a commitment to data quality, as the specialist will conduct regular assessments and provide technical support to project staff and partners. The role also involves developing analytical reports and dashboards to meet program and donor reporting needs, contributing to the overall success of the EpiC project in Tajikistan.
Duties and Responsibilities: The Database Specialist will be tasked with several key responsibilities, including but not limited to: maintaining DHIS2 databases and other project digital data systems, ensuring regular backups and stable operation; organizing and controlling data flow from community and facility levels to the national database; collaborating with partners for accurate data collection and reporting; supporting the implementation and improvement of digital tools; providing technical support to project staff and partners on data entry and reporting; monitoring data quality and conducting assessments; developing dashboards and analytical reports; contributing to partner capacity building in digital data management; ensuring timely documentation and submission of project data; maintaining proper documentation and version control of data systems; participating in Bid Review Committees; and performing other duties as assigned.
Required Qualifications: Candidates must possess a Bachelor’s degree in information technology, computer science, or database management. A minimum of three years of professional experience in database administration, information systems, or digital data management within USG-funded health projects is required. Experience with maternal and child health (MNCH) and nutrition programs is preferred. Strong knowledge and hands-on experience with DHIS2, PostgreSQL, and server administration are essential. Candidates should demonstrate a proven ability to manage database setup, configuration, backup, and troubleshooting, as well as experience supporting health information systems or similar public health data platforms. A solid understanding of data protection, confidentiality, and quality assurance procedures is necessary, along with the ability to develop dashboards and generate analytical reports for program monitoring. Experience in providing technical support and training to users and partners on database use and data entry is also required, along with strong problem-solving, planning, and communication skills.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as information technology, computer science, or database management. This foundational education is critical for understanding the technical aspects of database management and digital data systems, which are central to the role of the Database Specialist.
Experience: The position requires at least three years of professional experience in database administration, information systems, or digital data management, particularly within the context of USG-funded health projects. This experience should include a strong focus on health information systems and the ability to manage and troubleshoot databases effectively. Familiarity with maternal and child health and nutrition programs is considered an asset, as it aligns with the goals of the EpiC project.
Languages: Fluency in English, Russian, and Tajik is mandatory for this position. Proficiency in these languages is essential for effective communication with project staff, partners, and stakeholders, as well as for the accurate reporting and documentation of data.
