Job Overview:
The EpiC Tajikistan MNCH/Nutrition Project Manager will play a crucial role in the implementation of maternal, newborn, and child health (MNCH) and nutrition activities in Tajikistan. This position requires close collaboration with the Ministry of Health and Social Protection of the Population and various stakeholders to ensure the effective delivery of project objectives. The Project Manager will oversee financial, operational, and programmatic aspects of the project, ensuring compliance with organizational policies and donor requirements. The role involves monitoring project activities, managing budgets, and providing technical support to ensure that all project goals are met efficiently and effectively. The Project Manager will also be responsible for reporting on project progress and outcomes, facilitating communication among team members, and representing the project in external meetings.

Duties and Responsibilities:
The duties and responsibilities of the EpiC Tajikistan MNCH/Nutrition Project Manager include:
  • Leading the MNCH/Nutrition project team to ensure that all activities are executed according to the established work plan, timeline, and budget.
  • Managing and monitoring systems, services, staff, and budgets to achieve programmatic and financial goals.
  • Collaborating with technical and finance staff to ensure effective program implementation.
  • Guiding the day-to-day activities of the project under the oversight of the Country Representative/Project Director.
  • Ensuring compliance with Department of State and FHI 360 regulations and policies.
  • Developing operational work plans in collaboration with the MNCH/Nutrition project team.
  • Tracking and monitoring all deliverables to ensure timely completion.
  • Coordinating project activities and providing mentorship to consultants.
  • Supporting regular reporting and ad hoc requests from headquarters and the Department of State. 1
  • Developing project documentation, training materials, presentations, and reports to share project accomplishments and lessons learned. 1
  • Coordinating data collection and review to monitor progress against project indicators. 1
  • Building and maintaining partnerships with government stakeholders and other partners. 1
  • Participating in Bid Review Committees to ensure fair evaluation of bids. 1
  • Representing the MNCH/Nutrition project in external meetings as delegated.

Required Qualifications:
The ideal candidate for the EpiC Tajikistan MNCH/Nutrition Project Manager position should possess the following qualifications:
  • A minimum of a bachelor’s degree in public health, international development, or a related field; a master’s degree is preferred.
  • At least 8 years of relevant experience in health systems strengthening programs, particularly in MNCH/Nutrition, with supervisory experience.
  • Strong familiarity with USG-funded programs, including regulatory and reporting requirements.
  • Experience working with the Ministry of Health and Social Protection of the Population of Tajikistan and its structures.
  • Demonstrated knowledge of the health context and health programs in Tajikistan.
  • Excellent organizational skills and attention to detail.
  • Strong analytical skills and the ability to utilize data for decision-making.
  • Proficiency in English, Russian, and Tajik, with strong written, oral, and presentation skills.
  • Proven interpersonal skills in facilitation and stakeholder engagement.

Educational Background:
Candidates must have a minimum of a bachelor’s degree in public health, international development, or a related field. A master’s degree in a relevant area will be considered an advantage, as it demonstrates a higher level of expertise and understanding of the complexities involved in health systems and program management.

Experience:
The position requires a minimum of 8 years of relevant experience in health systems strengthening programs, particularly in maternal, newborn, and child health (MNCH) and nutrition. Candidates should have supervisory experience and a strong background in managing USG-funded programs, which includes understanding regulatory and reporting requirements. Experience working with the Ministry of Health and Social Protection of the Population of Tajikistan is essential, as is a demonstrated knowledge of the health context and health programs in the country.

Languages:
The mandatory languages for this position are English, Russian, and Tajik. Candidates must possess strong written, oral, and presentation skills in these languages to effectively communicate with stakeholders and team members. Proficiency in additional languages may be considered a plus, enhancing the candidate's ability to engage with diverse populations and partners.

Additional Notes:
This position is based in Dushanbe, Tajikistan, and is open to citizens of Tajikistan or individuals with legal authority to work in the country. The role requires a willingness to travel a minimum of 40% within Tajikistan and potentially abroad, as needed.
