Job Description
Job Posting Organization:
The United Nations Resident Coordinator’s Office (RCO) in Tajikistan is responsible for coordinating the UN's efforts in the country, ensuring that the UN's work aligns with national priorities and the Sustainable Development Goals (SDGs). The RCO operates under the framework of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2026, which is a strategic partnership between the Government of Tajikistan and the UN. The mission of the RCO is to support the government in achieving sustainable development, promoting human rights, and ensuring that no one is left behind in the development process. The RCO collaborates with various stakeholders, including civil society organizations, NGOs, and international partners, to implement development initiatives effectively. The office is committed to transparency, accountability, and inclusivity in its operations, ensuring that the voices of all segments of society are heard and considered in the development agenda.

Job Overview:
The National Consultant for the UN Annual Results Report will play a crucial role in the preparation and analysis of the 2025 UN Annual Results Report. This position involves conducting a comprehensive desk review, facilitating working sessions with Result Groups, and consolidating inputs from various stakeholders to produce a cohesive and informative report. The consultant will be responsible for analyzing data, identifying key findings, and making recommendations based on the performance review of the UN's initiatives in Tajikistan. The report will serve as a critical tool for accountability and transparency, showcasing the UN's contributions to national development priorities and the achievement of the SDGs. The consultant will work closely with the UN Country Team (UNCT) to ensure that the report reflects the collective efforts and impacts of the UN system in the country, highlighting successes, challenges, and lessons learned. The expected duration of this assignment is from January to March 2026, with specific deliverables due at various stages throughout this period.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a desk review of existing documents and data related to the UNSDCF and UNCT initiatives in Tajikistan.
  • Organize and facilitate a one-day online introductory session with UNSDCF Result Groups to align expectations and clarify the objectives of the Annual Results Report.
  • Engage with various UNCT management structures, including the Programme Management Team, Results Groups, and Data/M&E Group, to gather inputs and identify key priorities for the report.
  • Consolidate inputs from Results Groups, including human stories and qualitative data, to produce a comprehensive draft of the 2025 UN Annual Results Report.
  • Analyze collected data and draft the narrative report, ensuring it adheres to the UNCT Results Report guidelines.
  • Coordinate with the report designer to ensure the report is visually appealing and meets quality standards.
  • Share the draft report with stakeholders for feedback and incorporate their suggestions to enhance accuracy and clarity.
  • Finalize the report and submit it to the UN Resident Coordinator and UNCT for approval, ensuring it is ready for presentation at the Joint Steering Committee in April 202
  • Promote transparency by highlighting both progress and challenges faced during the reporting period, ensuring that the report reflects a balanced view of the UN's contributions. 1
  • Maintain regular communication with the RCO and other relevant stakeholders throughout the assignment to ensure alignment and support.

Required Qualifications:
The position requires the following qualifications: - A Master’s degree or equivalent university degree in international development, economics, social sciences, or a related field is essential. - A minimum of 10 years of professional experience in international development initiatives, particularly in collaboration with development organizations, is required. - Extensive knowledge and experience in systems thinking and the application of qualitative and quantitative analytical methods are necessary. - Proven ability to identify beneficiaries’ needs and match them with appropriate solutions, demonstrated through at least two previous assignments. - Technical competence in conducting complex analyses using mixed methods is required. - Familiarity with the UN's role, UN reform processes, and UN programming at the country level, particularly in relation to the 2030 Agenda and SDG processes, is essential. - Excellent writing and analytical skills, with demonstrated experience in preparing strategic and programming documents or similar analytical reports, are required, with at least two engagements of similar nature.

Educational Background:
Candidates must possess a Master’s degree or an equivalent university degree in fields such as international development, economics, social sciences, or a related discipline. This educational background is crucial for understanding the complexities of development initiatives and the analytical skills required for the position.

Experience:
The consultant must have a minimum of 10 years of professional experience specifically in international development initiatives. This experience should include working with development organizations and a demonstrated ability to engage in complex analysis and reporting. Familiarity with the local context and previous experience in similar roles will be advantageous.

Languages:
Fluency in English is mandatory for this position. Knowledge of Russian and Tajik is considered an asset, as it will facilitate communication with local stakeholders and enhance the inclusivity of the reporting process.

Additional Notes:
The assignment is expected to last from January to March 2026, with specific deliverables due at various stages throughout this period. The consultant will work under the overall guidance of the UN Resident Coordinator and will be supervised by the Head of the RCO. The position is a national consultancy role, and the UN does not charge any fees at any stage of the recruitment process. The consultant will be expected to engage in a participatory and inclusive approach, ensuring full participation and ownership from the UNCT under the leadership of the UN Resident Coordinator.
