Job Overview: The Head of the Politico-Military Department is responsible for managing the department and providing strategic direction in alignment with the office's mandate. This role involves advising senior management on political priorities, identifying key projects, and addressing cross-border issues. The successful candidate will engage in planning initiatives, review and approve strategies, and coordinate cooperation with local and international stakeholders. The position requires a strong understanding of political and security issues, as well as the ability to lead a diverse team effectively. The role is pivotal in ensuring the implementation of projects related to border security, police reform, and counter-terrorism efforts, among others.
Duties and Responsibilities: The duties of the Head of the Politico-Military Department include managing departmental activities, informing senior management about political priorities, participating in planning initiatives, reviewing and approving strategies, coordinating cooperation with governmental and non-governmental actors, coaching and supervising the department team, monitoring the development and implementation of projects, analyzing reports on political and security developments, and assisting in organizing regional events. The role also involves performing other duties as required by the office.
Required Qualifications: Candidates must possess diplomatic experience or experience in political and/or politico-military affairs with international organizations and governments. They should have knowledge of regional political and security developments, experience in negotiations with governmental and military authorities, and the ability to compile and analyze politico-military information. Leadership qualities, strong communication skills, and the ability to work with diverse teams are essential. Candidates should also demonstrate cultural sensitivity and the ability to integrate gender perspectives into their work.
Educational Background: A second-level university degree or a certified training course in a relevant field is desirable. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. A Master's degree is preferred for this position.
Experience: Candidates should have a minimum of 6 years of relevant, diversified, and progressively responsible professional experience, including at least 3 years at a management level relevant to the position. Experience in project management, budget development, and administration is also required, along with familiarity with political dialogue and border management.
Languages: Professional fluency in English is mandatory, with the ability to draft documents clearly and concisely. Working knowledge of Russian and/or Tajik is considered an advantage, but not mandatory.
Additional Notes: This position is a full-time, fixed-term contract under international secondment.
