The OSCE POiD focuses on various initiatives, including economic development, governance, and security. Job Overview: The position of International ICT Expert is crucial for the OSCE Programme Office in Dushanbe as it aims to engage international experts to assist in the development of software platforms for state partners. The expert will play a significant role in supporting the development of Terms of Reference (ToRs) for software development projects, guiding the selection of IT companies through a tender process, and monitoring the implementation of these projects. The expert will be expected to provide consultancy throughout all phases of the project, ensuring that the digital transformation aligns with the strategic commitments of the country. This role requires a deep understanding of the digital economy and the ability to work collaboratively with various ministries and agencies to facilitate the transition to digital workflows.
Duties and Responsibilities: The International ICT Expert will be responsible for a range of tasks, including:
Providing specialized technical insights during the evaluation of bidders' technical proposals and recommending suitable companies for implementation.
Conducting regular monitoring sessions to assess the progress of collaboration with contractors.
Collaborating in the assessment of software compliance with specifications outlined in the ToRs and identifying discrepancies or technical challenges.
Evaluating project advancement and preparing comprehensive reports on outcomes for the OSCE POiD.
Assisting in demonstrating the operational functionality of developed software by local IT companies.
Investigating the potential for future integration of additional software modules.
Providing assistance in identifying and resolving any technical deficiencies encountered during the project.
Required Qualifications: Candidates must possess a Bachelor's degree in Computer Science, Information Technology and Management, Communications, or a related field. Additionally, a minimum of seven years of experience in implementing frameworks and guidelines for IT Digital Platform development or similar activities is required. Professional experience in software program development, web design, or app development with a focus on innovation is essential. Candidates should have knowledge of the digital economy's development and the promotion of digital tools to enhance government efficiency. Fluency in English and/or Russian, both orally and in writing, is mandatory, with knowledge of both languages considered an asset. A further certification in programming languages such as C++ or Python, or project management (PMP), is advantageous. Candidates should demonstrate the ability to work effectively in diverse teams while maintaining impartiality and objectivity.
Educational Background: The educational background required for this position includes a Bachelor's degree in relevant fields such as Computer Science, Information Technology, Management, or Communications. This foundational education is critical for understanding the technical aspects of software development and digital transformation initiatives.
Experience: The position requires a minimum of seven years of relevant experience in the field of IT Digital Platform development or similar activities. This experience should encompass a range of responsibilities, including the development of software programs, web designs, or applications, with a strong emphasis on innovation and the ability to implement frameworks and guidelines effectively.
Languages: Fluency in English and/or Russian is mandatory for this position, with both languages being advantageous for effective communication. Candidates should be able to demonstrate proficiency in both spoken and written forms of these languages to facilitate collaboration with various stakeholders.
Additional Notes: The contract for this position is a Special Service Agreement (SSA) for a duration of one month.
