Job Overview:
The Reporting and Communications Officer will play a crucial role in the Communications and Reporting Unit (CRU) of the OSCE Programme Office in Dushanbe. This position involves working under the direct supervision of the Senior Executive Officer and is responsible for ensuring consistency in the Office's external reporting and programmatic coordination. The officer will be expected to manage all aspects of external communication, including drafting and editing reports, preparing press releases, and coordinating social media outreach. The role requires a strategic approach to communication, aimed at enhancing public understanding of the OSCE's work and maximizing media coverage of mission activities. The officer will also monitor key political, economic, and social developments in Tajikistan, providing analytical advice to senior management and acting as the Office's Early Warning Focal Point.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of responsibilities, including: supervising and managing the Office's external communication and reporting requirements; revising and editing reports; compiling, drafting, and clearing speeches and talking points for senior officials; preparing and coordinating press releases and social media posts; ensuring structured and timely execution of tasks related to visibility and external communication; developing a communications strategy to increase public understanding of OSCE activities; monitoring political and social developments and informing senior management; and providing analytical advice on public information policy. The officer will also support the organization of high-level visits and contribute to the effective functioning of senior management.

Required Qualifications:
Candidates must possess a first-level university degree in a relevant field, such as telecommunications or electronic engineering, or have equivalent professional experience. They should have a minimum of six years of relevant professional experience, particularly in the design, implementation, and operation of complex communications networks. Proven experience in drafting, editing, and reporting is mandatory, along with strategic communication skills for diverse audiences. Candidates should demonstrate gender awareness and sensitivity, and the ability to work with individuals from various cultural and political backgrounds while maintaining impartiality.

Educational Background:
The educational background required for this position includes a first-level university degree in telecommunications, electronic engineering, or a related field. This educational foundation is essential for understanding the technical aspects of communications and networking that the role demands.

Experience:
The position requires a minimum of six years of relevant professional experience, particularly in international environments or operational missions. Candidates should have experience in managing communications and reporting functions, as well as supervisory or managerial experience in similar roles. Familiarity with the Central Asian region and previous work experience in international contexts will be considered advantageous.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Additionally, working knowledge of Russian and/or Tajik languages is desirable, as it would enhance communication within the local context and with various stakeholders.

This position is classified as a Senior Professional level and is offered on a full-time basis under an international secondment contract.
