In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

UN Women has been actively involved in Tajikistan, particularly in addressing violence against women and girls through comprehensive, survivor-centered approaches. The organization has been operational in various countries, working towards gender equality and women's empowerment, and has a significant number of employees dedicated to these causes.

Job Overview:
The National Consultant will play a crucial role in developing a strategic document aimed at engaging aggressors of domestic violence in Tajikistan. This position involves creating a practical tool that serves as a guide for preventing domestic violence, protecting and rehabilitating survivors, and detailing cooperation between government institutions, international organizations, and NGOs. The consultant will be responsible for identifying evidence-based approaches and best practices for engaging aggressors, including behavioral change interventions and rehabilitation programs. The role requires collaboration with the Committee on Women and Family Affairs and other stakeholders to ensure the strategy aligns with national priorities and international frameworks. The consultant will also be expected to propose monitoring and evaluation frameworks to assess the effectiveness of interventions and develop training modules for various actors involved in addressing domestic violence.

Duties and Responsibilities:
The consultant's responsibilities include conducting a comprehensive review of international standards and national protocols related to domestic violence, analyzing existing practices for working with aggressors, and engaging in discussions with stakeholders to validate findings. The consultant will develop the concept and structure of the strategic document, propose training modules for government officials and civil society actors, and recommend protocols for interagency coordination. Additionally, the consultant will prepare drafts of the strategy document, present it for stakeholder feedback, and finalize it based on input received. The consultant will also create a detailed implementation plan outlining stages, responsibilities, timelines, and required resources, and organize a final presentation of the approved strategy.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in social sciences, gender studies, law, public policy, or a related field. A minimum of 5 years of experience in gender-based violence prevention and response is required, with a focus on aggressor rehabilitation or justice systems. Proven experience in strategic planning, policy development, and stakeholder engagement is essential. Candidates should have a strong understanding of national legal and policy frameworks related to ending violence against women and girls in Tajikistan, along with excellent analytical skills and the ability to work independently. Previous experience working with government institutions, civil society organizations, and international development partners, including UN agencies, is also required.

Educational Background:
The educational background required for this position includes an advanced university degree, such as a Master’s degree or its equivalent, in fields related to social sciences, gender studies, law, public policy, or similar disciplines. This educational foundation is critical for understanding the complexities of gender-based violence and the legal frameworks that govern it.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in the areas of gender-based violence prevention and response. Candidates should have a strong focus on aggressor rehabilitation or justice systems, as well as proven experience in strategic planning and policy development. Familiarity with national legal and policy frameworks related to ending violence against women and girls in Tajikistan is crucial, along with a demonstrated ability to engage with various stakeholders effectively.

Languages:
Excellent writing and communication skills in Tajik and Russian are mandatory for this position. A working knowledge of English is considered an asset, as it may facilitate communication with international partners and stakeholders.

Additional Notes:
This consultancy is home-based, with the possibility of in-person meetings in Dushanbe if required. The consultant will work closely with the Committee on Women and Family Affairs and other stakeholders to ensure timely responses to domestic violence cases and support for survivors. The developed strategy will be owned solely by the UN Women office, and the consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations.
