The office engages in a diverse range of activities, including arms control, counter-terrorism, border management, disaster risk reduction, good governance, and gender equality. The OSCE has a mission to foster cooperation among its member states and to address security challenges through dialogue and collaboration. The POiD operates with a dedicated team of professionals and collaborates with various stakeholders, including government agencies, NGOs, and international organizations, to implement its projects effectively. The office is committed to upholding the principles of the OSCE and works towards enhancing the security and stability of Tajikistan and the surrounding region. It has been operational since its establishment and continues to expand its reach and impact across multiple sectors.

Job Overview:
The National Project Officer position is situated within the Countering Security Threats and Regional Co-operation Unit of the OSCE Programme Office in Dushanbe. This role is part of the extra-budgetary project titled 'Integrated Co-operation on Explosive Hazards (ICExH) Programme - Phase 4', which is designed to last for three years. The Political-Military Department, where this position resides, focuses on promoting the implementation of OSCE principles and commitments, particularly in the realm of security and stability in Tajikistan. The National Project Officer will play a crucial role in managing the project cycle related to explosive hazards reduction and response activities. This includes budgeting, project identification, development, implementation, monitoring, and evaluation. The officer will also be responsible for developing analytical reports and briefings on the situation in Tajikistan concerning explosive hazards, providing technical advice, and contributing to national capacity-building efforts. The position requires collaboration with various stakeholders, including government agencies and NGOs, to address transnational threats and challenges effectively.

Duties and Responsibilities:
The successful candidate will be responsible for a comprehensive set of duties, including:
  • Contributing to the overall management of the project cycle for explosive hazards reduction and response activities, including budgeting, project identification, development, implementation, monitoring, and self-evaluation.
  • Developing and delivering reports and briefings on explosive hazards reduction and response in Tajikistan, ensuring thorough preparation of materials for both internal and external use.
  • Providing practical technical advice and guidance on explosive hazards matters to OSCE POiD staff and other field offices.
  • Assisting in national capacity-building efforts at the operational level in line with established proposals and OSCE core values.
  • Liaising with key stakeholders, including government agencies, international organizations, and NGOs, to foster collaboration in the field of explosive hazards reduction.
  • Collaborating with the Ministry of Defence of Tajikistan and other relevant stakeholders to identify gaps and propose solutions for long-term plans related to explosive hazards.
  • Drafting sections of project documents, conducting monitoring and reporting activities, and coordinating project-related events.
  • Supervising financial and administrative documents and coordinating procurement processes in accordance with OSCE regulations.
  • In the absence of the Associate Project Officer, managing project activities and providing general supervision.

Required Qualifications:
Candidates must possess a first-level university degree in fields such as international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, political sciences, military affairs, project management, economics, disaster risk reduction, or other related areas. Additionally, formal or informal training in explosive hazards reduction and response is required. A minimum of two years of relevant experience in fields pertinent to the project is essential, along with demonstrated knowledge and experience in mine action and explosive hazards reduction programs in Tajikistan. Candidates should also have experience in planning and implementing donor-funded projects, excellent communication skills in English, Russian, and Tajik, and proficiency in Microsoft Office applications. The ability to work collaboratively in a diverse team environment and a demonstrated commitment to gender awareness and sensitivity are also necessary.

Educational Background:
The educational background required for this position includes a first-level university degree, which can be in various fields such as international relations, international law, political sciences, military affairs, project management, economics, or disaster risk reduction. This educational foundation is crucial for understanding the complexities of the role and the context in which the OSCE operates.

Experience:
The position requires a minimum of two years of relevant experience in fields related to explosive hazards reduction and response. Candidates should have demonstrated experience in mine action programs and a solid understanding of the challenges and dynamics within Tajikistan. Experience in managing donor-funded projects is also essential, as it reflects the candidate's ability to navigate the complexities of project implementation and stakeholder engagement.

Languages:
Proficiency in English, Russian, and Tajik is mandatory for this position. Excellent oral and written communication skills in these languages are essential for effective collaboration and reporting. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
This position is a fixed-term contract at the NP1 level, with a full-time schedule. The monthly remuneration is set at 1,682.08 EUR, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The OSCE retains the discretion to re-advertise the vacancy, cancel recruitment, or offer appointments at different grades based on the candidate's qualifications and experience.
