Job Overview: The Programme Manager will be responsible for the overall coordination and management of IOM’s activities in the field of Transition and Reintegration (TR). This role involves overseeing a multi-donor funded small grants initiative aimed at advancing Community-Conflict-Reduction priorities. The successful candidate will work closely with various bilateral donors, local communities, and government levels to create and implement medium- to long-term, locally-led activities that build resilience, strengthen stability, and prevent/reduce conflict. The Programme Manager will also oversee the implementation of Disarmament, Demobilization, and Reintegration (DDR) programs in Haiti, ensuring alignment with national stakeholders and broader stabilization initiatives. This position requires a strategic approach to programmatic design and implementation, focusing on community stabilization and engagement.
Duties and Responsibilities: The Programme Manager will participate in developing programme strategies focused on community stabilization, community engagement, and reintegration. They will coordinate project activities related to Community Violence Reduction (CVR) and DDR, ensuring alignment with stabilization and peacebuilding initiatives. The role includes supervising and training programme staff, establishing effective relationships with government officials and stakeholders, and acting as the primary liaison for TR programming. The Programme Manager will also oversee financial, administrative, and logistical aspects of TR programme delivery, ensuring compliance with IOM and donor standards. They will prepare and coordinate reporting requirements, monitor contracting and procurement processes, and liaise with the IOM Office of Staff security" style="border-bottom: 1px dotted #007bff !important;">Security for staff safety. Additionally, the Programme Manager will promote a culture of learning and innovation within the team and coordinate small grant initiatives and community-focused activities.
Required Qualifications: Candidates must possess a Master’s degree in political sciences, International Relations, Development Studies, or a related field from an accredited institution, along with five years of relevant professional experience in progressively responsible positions. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have at least five years of operational field experience in programme development, implementation, and evaluation, with at least three years of experience in USAID programming or other large donor-funded programmes in rapid transition or post-conflict areas. Experience managing a Cooperative Agreement and working in small-grants programming, infrastructure works, and civil-society strengthening is highly desirable. Familiarity with DDR or DDRR and CVR within IOM is also advantageous.
Educational Background: The educational background required for this position includes a Master’s degree in political sciences, International Relations, Development Studies, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with seven years of relevant professional experience is acceptable. This educational foundation is crucial for understanding the complexities of migration, development, and community engagement.
Experience: The position requires a minimum of five years of operational field experience in programme development, implementation, and evaluation. Candidates should have at least three years of operational experience with USAID programming or other large donor-funded programmes in a rapid transition or post-conflict area, with some experience preferably with USAID/OTI. Previous work experience in small-grants programming, infrastructure works, procurement, and civil-society strengthening is highly desirable. Experience in DDR or DDRR and CVR within the IOM is also beneficial, as is experience managing staff from diverse environments and backgrounds.
Languages: Fluency in English and French is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) and/or Haitian Creole is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is Special Short Term Graded, with an initial duration of six months and the possibility of extension. The position is classified at the P-3 grade level, and internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
