Job Overview: The Partnerships and Capacity Development Expert will play a crucial role in the Sectoral Working Group on Environment, Climate, and Green Transition (SWG on ECGT) within the UNDP Energy and Environment Portfolio. This position involves coordinating donor and partner inputs across various workstreams aimed at facilitating Ukraine's green recovery and EU accession. The expert will work closely with national authorities, civil society organizations, and international partners to ensure effective outreach, engagement, and collaboration. The role is essential for coherent planning, timely delivery of outputs, and high-quality stakeholder engagement, contributing to transparent and inclusive decision-making processes that advance Ukraine's resilience and climate action. The expert will be responsible for managing multiple projects and ensuring alignment with national legislation and Cabinet of Ministers procedures, thereby supporting the overall mission of the SWG.
Duties and Responsibilities: The key responsibilities of the Partnerships and Capacity Development Expert include coordinating the development of secondary legislation related to Ukraine's climate policy, managing the preparation and submission of the draft Law on the Greenhouse Gas Emissions Trading System (ETS), and overseeing the finalization of the long-term low-emission development strategy (LT-LEDS). The expert will also coordinate Ukraine's commitments under the UNFCCC and Paris Agreement, manage the implementation of the Action Plan on Methane Emission Reductions, and facilitate the development of the National Green Finance Strategy. Additionally, the expert will steer donor support for the transposition of EU acts, maintain an implementation roadmap, and coordinate with international partners on the Climate Change Adaptation Strategy. This role requires a proactive approach to stakeholder engagement and the ability to navigate complex legislative and regulatory frameworks.
Required Qualifications: Candidates must possess strong analytical and communication skills, with a proven ability to coordinate complex projects involving multiple stakeholders. A deep understanding of environmental policy, climate change, and sustainable development is essential. The ideal candidate should demonstrate experience in legislative processes and stakeholder engagement, particularly in the context of international development. Proficiency in project management and the ability to work in a fast-paced environment are also critical for success in this role.
Educational Background: A relevant educational background is required, typically including a degree in environmental science, public policy, international relations, or a related field. Advanced degrees or specialized training in climate change, sustainable development, or environmental law would be advantageous and may enhance a candidate's qualifications for this position.
Experience: Candidates should have a minimum of 5 years of professional experience in project management, policy development, or capacity building within the context of environmental sustainability and climate change. Experience working with government institutions, civil society organizations, and international development partners is highly desirable. Familiarity with the legislative processes in Ukraine and experience in coordinating multi-stakeholder initiatives will be considered a significant asset.
Languages: Fluency in English is mandatory, as well as proficiency in Ukrainian. Knowledge of additional languages, particularly those relevant to the international development community, would be considered a plus and may enhance a candidate's competitiveness for the position.
Additional Notes: This position is a national UN Volunteer assignment, and the selected candidate will be responsible for organizing their own accommodation. The contract is full-time and may be extended based on funding availability and performance. The monthly Volunteer Living Allowance (VLA) is USD 2076, which is intended to cover housing and living expenses. Additional benefits include a one-time entry lump sum payment of USD 400, medical and life insurance coverage, and leave entitlements including annual leave, learning leave, and sick leave. The role does not guarantee renewal of the assignment, and the candidate should be prepared for the possibility of a non-renewable contract.
