Job Overview: The Emergency Officer position at DRC is crucial for the planning and implementation of emergency assistance activities aimed at supporting vulnerable populations in Ukraine. Under the technical and daily supervision of the Area Program Manager (APM), the Emergency Officer will play a vital role in delivering emergency assistance, which includes cash distributions, non-food items (NFIs), and winterization programs. The role requires active engagement with communities, local service providers, and various internal departments to ensure effective coordination and compliance with organizational standards. The Emergency Officer will assist in field operations, data collection, beneficiary registration, and documentation, contributing to the overall effectiveness of program delivery. This position is designed for individuals who are proactive, detail-oriented, and capable of working in a dynamic environment, ensuring that emergency assistance is delivered efficiently and effectively to those in need.
Duties and Responsibilities: The Emergency Officer will be responsible for a comprehensive set of duties that include:
Programming & Implementation: Supporting the planning and execution of emergency assistance activities, ensuring adherence to work plans and DRC PCM standards. This includes contributing to needs assessments, identifying vulnerable populations, and preparing documentation for beneficiary payments and distributions.
Coordination and Community Engagement: Maintaining a regular field presence to facilitate coordination with other sectors and partners, building relationships with community stakeholders, and ensuring clear communication with beneficiaries.
Data & Documentation: Collecting and analyzing beneficiary data to support evidence-based programming, ensuring accuracy and confidentiality in documentation, and maintaining trackers for distributions and stock levels.
Logistics & Field Support: Developing field movement plans, assisting in the distribution of NFIs, and ensuring proper documentation of delivered assistance. The Emergency Officer will also be expected to contribute to monthly, quarterly, and annual reporting, providing field-level inputs and lessons learned to enhance program effectiveness.
Required Qualifications: To qualify for the Emergency Officer position, candidates must possess a relevant university degree in fields such as political science, international development, or economics, or have equivalent professional experience. Additionally, a minimum of 2 years of experience in humanitarian or NGO operations is required, with proven experience in field implementation activities such as distributions and beneficiary management. Candidates should demonstrate strong coordination skills, effective communication abilities with various stakeholders, and a basic understanding of project cycle management (PCM) and reporting processes. The ability to work independently, prioritize tasks, and manage data and documentation with attention to detail is essential. Fluency in the local language is mandatory, and proficiency in MS Word, Excel, and PowerPoint is required. Desired qualifications include experience working across different sectors, supporting coordination or referrals between actors, familiarity with humanitarian principles, and basic English language skills.

Languages: Fluency in the local language is a mandatory requirement for this position, as effective communication with beneficiaries and community stakeholders is essential. Additionally, while not mandatory, having basic English language skills is considered an asset, as it may facilitate communication with international staff and enhance collaboration within the organization.
Additional Notes: The Emergency Officer position is offered on a contract basis, with an initial duration of 5 months following a successful completion of a 3-month probation period. The contract may be renewable depending on funding availability. The position is classified as non-managerial and is based in Dnipro, Ukraine. The expected start date for this role is April 202
