Job Overview: The Information, Counselling and Legal Assistance (ICLA) Assistant plays a crucial role in the implementation of the ICLA Programme in the targeted areas of Mai-tsebri, Tselemti, and Dima. This position is designed to support the day-to-day operations of the ICLA Programme, ensuring that the needs of the target communities are met effectively. The Assistant will work closely with the ICLA Project Coordinator and supervise community outreach workers, facilitating the delivery of legal assistance and counselling services to beneficiaries. The role requires a proactive approach to identifying and addressing the legal needs of the community, promoting awareness of legal rights, and ensuring that beneficiaries receive accurate and timely information. The ICLA Assistant will also be responsible for maintaining accurate records of activities and preparing reports for management, contributing to the overall success of the programme.
Duties and Responsibilities: The ICLA Assistant will be responsible for a variety of tasks, including but not limited to: developing annual activity and work plans, promoting ideas for improvement in programme activities, cooperating with relevant partners and local authorities, implementing delegated ICLA programme activities according to the action plan, ensuring proper filing of all project documents, and preparing progress reports as required by management. Specific responsibilities include providing and facilitating information, counselling, and legal assistance project activities to target communities, accurately recording all ICLA activities, facilitating and providing information on legal and civil documentation (LCD) and housing, land, and property (HLP) rights, providing legal counselling on LCD and HLP topics, assisting in the provision of training using NRC-approved materials, participating in assessments and monitoring exercises, and ensuring that ICLA activities comply with NRC SOPs. The Assistant may also be required to perform additional tasks as requested by line managers.
Required Qualifications: Candidates must possess a university degree in Law, Political Science, Sociology, or a related field. A minimum of one year of work experience in a similar field is required, along with documented results related to the position's responsibilities. Strong communication, interpersonal, analytical, and negotiation skills are essential, as well as the ability to prioritize responsibilities and meet deadlines. Knowledge of humanitarian principles and the code of conduct is crucial for this role, as is the ability to work effectively in a challenging environment.
Educational Background: The educational background required for this position includes a university degree in Law, Political Science, Sociology, or any related field. This educational foundation is essential for understanding the legal frameworks and principles that underpin the ICLA Programme and for effectively assisting beneficiaries with their legal needs.

Additional Notes: This position is a national staff contract with a duration of one year. The role is full-time and requires the Assistant to be willing to travel to and within the designated areas, including Mai-tsebri, Tselemti, Dima, and Addis Ababa.
