Job Overview:
The Risk and Compliance Manager position at DRC is crucial for ensuring compliance with DRC procedures and guidelines across Sudan. This role has a country-wide focus and is responsible for providing operational and administrative support to risk management principles within the organization. The Risk and Compliance Manager will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, Senior Management Team, and Area Managers to enhance risk management practices and improve decision-making processes related to program and country operations. The position requires a proactive approach to promote a culture of compliance and risk management, ensuring that all actions align with DRC policies, donor requirements, and local laws. Additionally, the Risk and Compliance Manager will oversee the implementation of the in-country Code of Conduct Mechanism, ensuring adherence and compliance across the organization.

Duties and Responsibilities:
The main responsibilities of the Risk and Compliance Manager include:
  • Risk Mapping and Management: Reviewing, planning, and implementing capacity-building plans on risk management and DRC’s accountability commitments. Conducting internal assessments of operations and providing reports to management. Supporting the dissemination of the Risk Management Framework and conducting training for staff. Regularly updating the Risk Matrix in coordination with the Country Director.
  • Compliance: Reviewing and ensuring the compliance and accountability improvement plan is updated. Evaluating areas of compliance risk and populating risk registers. Providing feedback to line managers after internal reviews of finance, supply chain, HR, and administration. Building capacity through training to strengthen internal controls and fraud detection.
  • Internal and External Audits: Leading internal and external audits, maintaining a log of unresolved audit findings, and ensuring compliance with audit recommendations.
  • Code of Conduct Capacity: Monitoring compliance with DRC COCRM global standards, analyzing trends from reporting mechanisms, and supporting investigations of misconduct.
  • Management Responsibilities: Advising the Senior Management Team on risks and compliance issues, managing Risk and Compliance Officers and Assistants, and developing staff awareness initiatives on risk management and compliance obligations.

Required Qualifications:
The position requires a relevant university degree or equivalent professional qualification. Candidates should have at least 8 years of relevant experience in Audit, Risk Management, or Compliance within the humanitarian or development sector. Strong communication, interpersonal, and influencing skills are essential, along with a demonstrated understanding of local laws and socio-cultural contexts. Experience with tools and systems for risk management and compliance is necessary, as well as excellent analytical and critical thinking abilities. The ability to work effectively with others to achieve results is also crucial.

Educational Background:
Candidates must possess a relevant university degree or an equivalent professional qualification. Experience as an auditor is considered beneficial for this role, enhancing the candidate's suitability for the position.

Experience:
The ideal candidate should have a minimum of 8 years of relevant experience in Audit, Risk Management, or Compliance, specifically within the humanitarian or development sector. This extensive experience is necessary to ensure the candidate can effectively manage the complexities of risk and compliance in a challenging operational environment.

Languages:
Advanced proficiency in English is mandatory, along with fluency in the local language. This bilingual capability is essential for effective communication and collaboration within the diverse context of Sudan.

Additional Notes:
This position is a national contract with a length of 12 months, categorized under management band. The starting salary is USD 3,400.00, with the duty station located in Port Sudan at the Country Office. The start date is as soon as possible, and the closing date for applications is set for 18/May/202
