Job Overview: The CMAM Avance’ MEAL Advisor position is a remote role that requires candidates to be based in countries where the IRC operates and possess the right to work in their location, ideally in time zones that align with West and Central Africa. The primary focus of this role is to oversee all measurement, evaluation, and learning (MEAL) deliverables for the CMAM Avance’ Project, which spans three countries: Chad, DRC, and Niger. The MEAL Advisor will be responsible for developing quantitative and qualitative data collection tools, training staff and partners in MEAL competencies, coordinating data collection efforts, ensuring data quality, and processing and analyzing data for donor reporting and adaptive management. The role also involves documenting project learning and providing oversight support to the project team. The MEAL Advisor will actively engage in adaptive management and contribute to the overall effectiveness of the project by connecting country-level implementation with regional and global priorities, ensuring that insights from the project inform broader discussions on impact, innovation, and program quality.
Duties and Responsibilities: The CMAM Avance’ MEAL Advisor will have a comprehensive set of responsibilities, including: overseeing and enhancing data collection, management, and quality assurance processes; providing strategic guidance on digital data collection systems; promoting a culture of data integrity and transparency; supporting country teams in utilizing project data for reporting and learning; coordinating Third Party Monitoring activities; ensuring mechanisms are in place to monitor progress against objectives; facilitating shared systems for effective coordination and information sharing; providing hands-on support and mentoring to project teams; conducting country support visits; leading regular learning moments for joint interpretation of data; contributing to knowledge management; supporting the planning and implementation of surveys and evaluations; coordinating annual cost-effectiveness analyses; and synthesizing learning on CMAM coverage and quality.
Required Qualifications: Candidates must possess a strong analytical mindset and problem-solving skills, with at least five years of progressively responsible experience in monitoring, evaluation, accountability, and learning (MEAL) or related analytical roles, preferably in health, nutrition, or complex multi-country programs. Experience with community-based programming, particularly CMAM, is advantageous but not mandatory. Candidates should demonstrate the ability to work across various systems and tools, adapt to new data platforms, and effectively manage data processes. Strong experience in data analysis and the ability to translate data into actionable insights are essential. Candidates should also have experience in capacity strengthening and coaching diverse teams, as well as contributing to surveys and evaluations. Excellent interpersonal skills, fluency in English and French, and proficiency in Microsoft Office and data analysis software are required.
Educational Background: Candidates with non-traditional academic backgrounds who can demonstrate strong analytical thinking and problem-solving abilities are encouraged to apply. A formal degree in a relevant field may be beneficial but is not strictly necessary if the candidate can showcase relevant experience and skills.
Experience: The position requires a minimum of five years of relevant experience in MEAL or closely related roles. Candidates should have a proven track record of working in complex programmatic environments, particularly in health and nutrition sectors. Experience in community-based programming and familiarity with data analysis tools and software will be considered an asset. The ability to work effectively in diverse teams and contexts is crucial, along with a commitment to continuous learning and improvement.
Languages: Fluency in English and French is mandatory for this position. Candidates should possess strong oral and written communication skills in both languages to effectively engage with diverse stakeholders and contribute to the project's success.
Additional Notes: This is a remote position, and candidates must be based in countries where the IRC operates. The role may require up to 40% travel to Chad, DRC, and Niger, with at least two visits to each country per year. Compensation will be based on various factors, including labor market conditions, job type, internal equity, and budget considerations. The pay range for this position in the UK is between £58,736 and £68,52
