Job Overview:
The Strategy & Axis Coordinator position is integral to a new multi-donor financing mechanism aimed at strengthening Sudanese leadership and enhancing access to resources through flexible funding modalities. This role is designed to support locally led responses across Sudan by providing accessible financing and technical support to a diverse range of actors, including civil society organizations, mutual aid groups, and community-based organizations. The Coordinator will ensure that the Fund’s governance, strategy, and operational approach align with local Sudanese priorities. Key functions include facilitating consultations with Sudanese stakeholders, contributing to governance development, refining the Fund’s strategic approach, and coordinating engagement within the selected geographic axis. The position is pivotal in bridging the consultative design process with early operational implementation, ensuring that local perspectives are prioritized in programming.

Duties and Responsibilities:
  • Stakeholder Consultation and Engagement: Facilitate structured consultations with Sudanese stakeholders, including civil society organizations and grassroots networks, ensuring diverse perspectives are captured and reflected.
  • Governance Development: Contribute to the establishment of credible governance arrangements that are inclusive and grounded in local realities, including decision-making structures and accountability measures.
  • Strategic Development and Axis Prioritization: Support the refinement of the Fund’s strategic approach by developing an axis prioritization framework and providing contextual analysis on local response ecosystems.
  • Coordination of Axis Engagement: Lead coordination efforts within the selected geographic axis, developing engagement strategies and fostering relationships with local actors.
  • Supporting Accessible Funding Processes: Ensure funding modalities are accessible to diverse local actors by identifying barriers and facilitating dialogue between partners and the Fund Management Unit.
  • Learning and Systems Analysis: Contribute to ongoing analysis of the local response ecosystem, identifying emerging needs and supporting reflection processes within the Fund.
  • Representation and Coordination: Represent the Fund in relevant discussions and coordinate with local civil society networks and response actors to foster constructive relationships.

Required Qualifications:
The position requires a strong understanding of Sudan’s civil society landscape, with at least 7 years of experience in humanitarian, development, or civil society programming. Candidates must have strong experience in facilitating multi-stakeholder consultations and a demonstrated understanding of locally led response systems. Experience in conflict-affected environments is essential, along with professional proficiency in written and spoken Arabic and English. Desirable qualifications include experience working with civil society networks, familiarity with pooled fund mechanisms, and governance or strategy development processes. French language skills are considered an advantage.

Educational Background:
Candidates must possess a university degree in international development, business administration, political science, or a related field. This educational background is essential to understand the complexities of the role and the context in which the Fund operates.

Experience:
The position requires a minimum of 7 years of relevant experience in humanitarian, development, or civil society programming. This experience should include a strong understanding of the local context in Sudan, particularly in relation to civil society dynamics and locally led response systems. Candidates should have a proven track record of facilitating consultations and engaging with diverse stakeholders in complex environments.

Languages:
Mandatory languages for this position include professional proficiency in both English and Arabic, both spoken and written. French language skills are considered advantageous but are not mandatory for the role.

Additional Notes:
The contract for this position is for one year, with the possibility of extension based on performance and funding availability. The salary and other conditions will be in accordance with DRC’s Terms of Employment.
