Job Overview:
The position of Consultant national Spécialiste de la politique environnementale involves providing expert advice and support in the field of environmental policy. The consultant will be expected to engage in various tasks that contribute to the development and implementation of environmental policies in Chad. This role is crucial as it aligns with UNDP's mission to promote sustainable development and environmental sustainability. The consultant will work closely with local stakeholders, government agencies, and other partners to ensure that environmental policies are effectively integrated into national development strategies. The position is expected to last for approximately 75 working days over a period of 5 months, during which the consultant will be responsible for conducting assessments, providing recommendations, and facilitating workshops or training sessions as needed. The consultant will also be required to prepare reports and documentation that reflect the findings and progress of the environmental policy initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Consultant national Spécialiste de la politique environnementale include but are not limited to:
  • Conducting comprehensive assessments of current environmental policies and practices in Chad.
  • Collaborating with government officials and stakeholders to identify gaps and opportunities for improvement in environmental governance.
  • Developing strategic recommendations for enhancing environmental policy frameworks.
  • Facilitating workshops and training sessions to build capacity among local stakeholders regarding environmental policy implementation.
  • Preparing detailed reports that document findings, recommendations, and progress on environmental initiatives.
  • Engaging in stakeholder consultations to gather input and feedback on proposed policy changes.
  • Monitoring and evaluating the effectiveness of implemented policies and suggesting adjustments as necessary.
  • Ensuring that all activities align with UNDP's strategic objectives and contribute to sustainable development goals.

Required Qualifications:
The required qualifications for this position include a strong background in environmental policy, governance, or a related field. The consultant should possess excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. A proven track record of working on environmental issues, particularly in the context of developing countries, is essential. The consultant should also demonstrate a deep understanding of the local environmental challenges and policy landscape in Chad. Additionally, proficiency in project management and the ability to work independently and collaboratively are crucial for success in this role.

Educational Background:
Candidates for this position should have at least a Master's degree in Environmental Science, Environmental Policy, Public Policy, or a related field. A Ph.D. in a relevant discipline would be an advantage. The educational background should provide a solid foundation in environmental issues, policy analysis, and governance frameworks.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental policy development, implementation, or analysis. Experience working with international organizations, government agencies, or NGOs in Chad or similar contexts is highly desirable. The consultant should have a demonstrated ability to manage projects effectively and deliver results within specified timelines.

Languages:
Fluency in French is mandatory, as it is the official language of Chad. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and partners. Knowledge of local languages would be an added advantage, enhancing engagement with local communities.

Additional Notes:
This consultancy position is for a fixed duration of approximately 75 working days over a span of 5 months. It is a full-time role that requires the consultant to be available for the duration of the contract. The position is open to both national and international candidates, with a focus on recruiting individuals who have a strong understanding of the local context. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant support as per UNDP policies.
