Job Overview:
The Rapid Response Supply Chain Officer will play a crucial role in supporting the supply chain aspects of the Global Rapid Response Team (RRT) managed by the Department of Humanitarian Response and Recovery (DHRR) at IOM Headquarters. This position requires the officer to deploy to new emergencies, either individually or as part of the Rapid Response Team, and coordinate supply chain-related activities during these deployments. The officer will work closely with various stakeholders, including the receiving Country Office, to ensure effective supply chain management during crisis situations. The role involves strategic planning for supply chain activities, conducting logistics capacity assessments, and monitoring supply chain management tasks, including procurement, customs, and distribution. The officer will also contribute to the establishment of robust internal control mechanisms for supply chain processes and engage in inter-agency meetings related to logistics and supply chain management.

Duties and Responsibilities:
The Rapid Response Supply Chain Officer will be responsible for a wide range of duties, including:
  • Contributing to the strategic planning for supply chain activities related to crisis response programs in collaboration with internal and external stakeholders.
  • Conducting logistics capacity assessments and market research to inform decision-making regarding local market trends.
  • Coordinating and monitoring all supply chain management tasks, including planning, budgeting, and provision of goods and services.
  • Preparing regular progress reports and statistical information as required.
  • Managing operational capacity for supply chain activities, including procurement, customs, warehouse management, and logistics information management.
  • Identifying supply chain bottlenecks and proposing optimizations to ensure timely delivery of quality goods and services.
  • Reviewing procurement requests, identifying service providers, and evaluating vendor performance.
  • Overseeing the bidding process and ensuring compliance with procurement rules and regulations.
  • Ensuring timely submission of procurement and asset reports to relevant parties. 1
  • Supporting the maintenance and repair of office facilities and establishing maintenance agreements with service providers. 1
  • Providing training and guidance to supply chain management staff to enhance operational response capacity. 1
  • Engaging in UN inter-agency meetings and collaborating on resource sharing for common goals. 1
  • Ensuring complete handover and reporting at the end of each deployment, including budget reconciliation. 1
  • Undertaking frequent duty travel to provide guidance and build capacity at Country Offices and Sub/Field Offices. 1
  • Supervising the Supply Chain Officer and coordinating deployments as required. 1
  • Contributing to strengthening supply chain preparedness through the development of contingency plans. 1
  • Optimizing the use of digital platforms for supply chain visibility and performance monitoring. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, as well as good time management skills, communication skills, negotiation skills, and a high level of computer literacy. Knowledge of SAP is considered an advantage.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution. Candidates with a University degree in these fields must have a minimum of seven years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.

Experience:
The position requires candidates to have significant experience in managing diverse procurement and logistics operations. This includes demonstrated experience in training and supervising teams, managing vendors and suppliers, and establishing and administering Long-Term Agreements. Candidates should also have experience in generating supply chain-related statistics and management reports, as well as knowledge of managing construction projects, which is considered an advantage. A solid understanding of conflict sensitivity and the ability to incorporate it throughout the project cycle is essential, along with experience applying conflict analysis tools and adjusting programming accordingly.

Languages:
Fluency in English is mandatory for all applicants, both oral and written. Working knowledge of another UN official language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements necessary for effective communication in this role.

Additional Notes:
The position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. The role is full-time and requires international mobility, as the Rapid Response Supply Chain Officer may be deployed to various emergency situations worldwide, ideally within 72 hours of notification. Candidates should be prepared to travel for approximately two-thirds of their working time, adhering to downtime guidelines. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
