Job Overview:
The Finance Associate position is crucial for supporting the financial functions of the IOM Country Office in Sudan, particularly in relation to the African Development Bank (AFDB) funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The role involves a variety of financial management tasks, including budget preparation, financial reporting, and ensuring compliance with IOM's financial regulations. The Finance Associate will work closely with the Resources Management Officer and the National Finance Officer, as well as coordinate with various stakeholders including the AFDB Programme Manager and the Regional Office for MENA. This position requires a proactive approach to managing financial resources, ensuring accuracy in financial reporting, and providing guidance on financial matters to staff. The Finance Associate will also be responsible for payroll preparation, vendor account management, and maintaining the office's petty cash, making attention to detail and organizational skills essential for success in this role.

Duties and Responsibilities:
The Finance Associate will have a comprehensive set of responsibilities including:
  • Managing financial resources by monitoring and controlling assets, reserves, funds, and supplies in accordance with IOM rules and regulations.
  • Assisting in the preparation of annual budget submissions and revisions, including estimating costs for staff, rentals, utilities, office supplies, and other expenses.
  • Extracting and inputting data from various sources into financial or accounting systems.
  • Providing guidance on accounting, budget, and financial issues.
  • Preparing payroll by executing validity checks on monthly payroll results.
  • Reviewing all types of payments, ensuring they are duly authorized and supported by appropriate documentation.
  • Creating new vendor accounts in Oracle as necessary.
  • Verifying vendor claims for accuracy and compliance with IOM finance policies.
  • Performing claim verifications to ensure proper authorization and receipt of goods/services. 1
  • Assisting in the preparation of financial, statistical, and other reports as required. 1
  • Providing assistance to staff services such as travel and expense claims. 1
  • Ensuring systematic completion of all accounting documents according to established standards. 1
  • Managing the office's petty cash. 1
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a High School diploma with five years of relevant experience, or a Bachelor’s degree in Business Administration, Accounting, Finance, or related fields with three years of relevant professional experience. Additionally, proficiency in Microsoft Office applications is essential, and prior work experience with international humanitarian organizations or government institutions in a multicultural setting is advantageous. Experience in budget monitoring, financial reporting, and reconciliation is also required, along with familiarity with ERP systems such as SAP, Oracle, or PRISM. Previous experience with IOM financial rules and regulations or UN system accounting procedures is a distinct advantage.

Educational Background:
The educational background required for this position includes a High School diploma with five years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finance, or related fields. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database, ensuring that their educational qualifications meet international standards.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience if they hold a Bachelor’s degree, or five years if they have a High School diploma. Experience should include proficiency in Microsoft Office applications, prior work with international humanitarian organizations, and familiarity with budget monitoring and financial reporting. Experience with ERP systems such as SAP, Oracle, or PRISM is also necessary, along with a strong understanding of IOM financial rules and regulations or UN system accounting procedures.

Languages:
Fluency in English and Arabic is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Sudan will be considered. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. Any offer made is contingent upon funding confirmation, and candidates must be medically fit for appointment.
