Job Overview: The Senior Supply Chain Associate position is pivotal in supporting the procurement and logistics functions of the Country Office (CO) and the African Development Bank (AFDB) funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The role involves a variety of responsibilities including the coordination of procurement activities, assisting in complex purchasing processes, and developing procurement plans to optimize purchasing power. The Senior Supply Chain Associate will also engage in negotiations, provide technical guidance to staff, and contribute to the development and evaluation of procurement systems and procedures. This position requires a proactive approach to identifying suppliers, managing contracts, and ensuring compliance with IOM's procurement policies. The role also includes planning and coordinating fleet activities, managing office facilities, and providing training and support to junior staff, all while collaborating with other UN agencies and stakeholders to achieve common goals.
Duties and Responsibilities: The Senior Supply Chain Associate will be responsible for a comprehensive set of duties including:
Coordinating procurement activities, including the revision and consolidation of purchase requests, organization and evaluation of bidding processes, and follow-up on purchase orders until successful delivery and payment.
Assisting supervisors in complex purchases and supporting the development of procurement plans.
Participating in negotiations of purchase terms and resolving delivery issues.
Providing technical guidance on procurement instructions and procedures.
Developing and updating procurement systems and suggesting improvements.
Identifying and evaluating local and international suppliers based on quality, price, and reliability.
Developing tools for tracking contracts and procurement progress.
Coordinating supply chain operations with UN agencies and government authorities.
Planning fleet activities and monitoring vehicle maintenance. 1
Managing office facilities and ensuring a continuous supply of essential utilities. 1
Training and guiding junior staff while supporting their professional development. 1
Actively participating in UN inter-agency meetings related to supply chain management and sharing resources for common goals.
Required Qualifications: Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with four years of relevant professional experience. Alternatively, a high school diploma with six years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a high level of computer literacy, the ability to work with national and international institutions, and possess excellent communication and negotiation skills. The ability to supervise staff and coordinate administrative activities is also essential.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the position.
Experience: The position requires candidates to have significant experience in procurement and logistics, particularly in working with service providers and vendors. Experience with asset management processes and familiarity with IOM/UN procurement and logistics rules and procedures is advantageous. Candidates should also have experience working in an international organization within a multicultural setting and possess skills in training and coordinating teams.
Languages: Fluency in English and Arabic is mandatory for this position, both oral and written. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process through written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Sudan will be considered. The appointment will be contingent upon medical fitness certification, residency verification, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
