Job Overview:
The Chief of Operations will play a crucial role in the management and execution of mine action activities in Sudan, particularly in Khartoum. This position is pivotal as HI has recently established operations in the country, focusing on early physical and functional rehabilitation, psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support, and inclusive humanitarian action. The Chief of Operations will be responsible for opening mine action activities, reinforcing the capacities of local partners, maintaining good relationships with authorities, and managing challenges related to equipment procurement. The role requires a strategic mindset and the ability to engage with high-level institutional stakeholders, ensuring that the organization's mission aligns with international mine action standards and humanitarian principles. The position is expected to adapt to the evolving context in Khartoum, which has been affected by ongoing conflict, necessitating a flexible and responsive approach to operations.

Duties and Responsibilities:
  • Open and manage mine action activities in Khartoum, ensuring compliance with international standards and organizational policies.
  • Reinforce the capacities of local partners through training, support, and collaboration, fostering a sustainable approach to mine action.
  • Maintain and develop relationships with local authorities, NGOs, and other stakeholders to facilitate operations and ensure community engagement.
  • Oversee the procurement of equipment necessary for mine action activities, addressing any challenges that arise in the process.
  • Collaborate with the Area Manager to develop and implement strategic plans for mine action in the region.
  • Monitor and evaluate the effectiveness of mine action programs, making adjustments as necessary to improve outcomes.
  • Ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of team members and operations in a challenging environment.
  • Prepare reports and documentation related to mine action activities, contributing to organizational learning and accountability.

Required Qualifications:
Candidates must possess relevant and certified Explosive Ordnance Disposal (EOD) and Improvised Explosive Device Disposal (IEDD) qualifications to meet the organizational needs. An IMAS Level 3+ qualification from an accredited institution is required. Additionally, candidates should have experience in planning, managing, and supervising surveys and clearance operations within the context of NGOs and humanitarian settings. A thorough understanding of international mine action standards is essential, along with demonstrated capacities for strategic thinking in the humanitarian mine action sector. Candidates should also exhibit ethical values and a constructively critical mindset, which are crucial for navigating the complexities of humanitarian work.

Educational Background:
A relevant degree in a field related to humanitarian action, international relations, or a similar discipline is preferred. Specialized training in mine action, EOD, or IEDD is essential, and candidates should have certifications from recognized institutions that validate their expertise in these areas.

Experience:
Candidates should have substantial experience in the humanitarian sector, particularly in mine action or related fields. A proven track record of engaging with high-level institutional stakeholders and managing complex operations in challenging environments is necessary. Experience working in conflict zones or areas affected by disaster will be highly regarded, as it demonstrates the ability to adapt and respond effectively to dynamic situations.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Arabic is highly desirable, given the operational context in Sudan, and would enhance communication with local partners and authorities. Additional languages relevant to the region may also be beneficial.

Additional Notes:
This position is an international contract lasting for 5 months, starting from April 1st. The contract includes various benefits tailored to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI, and the salary is commensurate with experience. The position offers a per diem of 738€ net/month while in the field, along with a hardship allowance of 500€ net/month. Employees are entitled to 25 days of paid leave per year, and a rest and recuperation (R&R) period is provided every 8 weeks, with possible transport and package support. The role is unaccompanied, and housing will be collectively arranged by HI.
