Job Overview: The Supply Chain Associate position is crucial for supporting the procurement and logistics functions of the IOM Country Office in Sudan, specifically for the AFDB-funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The role involves working under the supervision of the Head of Resources Management and the Supply Chain Officer, while also coordinating with various stakeholders including the African Development Bank Programme Manager and the Deputy Chief of Mission. The Supply Chain Associate will be responsible for managing procurement requisitions, preparing tender documents, soliciting bids, and ensuring compliance with IOM's procurement policies. This position requires a proactive approach to monitoring the status of requisitions, coordinating deliveries, and maintaining accurate records of procurement activities. The associate will also provide guidance to staff on procurement procedures and assist in training junior staff members, thereby contributing to their professional development.
Duties and Responsibilities: The Supply Chain Associate will have a diverse set of responsibilities including: receiving and consolidating procurement requisition forms, verifying compliance with the Purchase Authorization Matrix, assisting in complex purchases, preparing tender documents, soliciting bids, and participating in the evaluation process. The associate will confirm terms of agreements with suppliers, prepare necessary documentation such as purchase orders and contracts, and monitor the timely delivery of goods and services. Additionally, the role involves reviewing vendor invoices, preparing payment requests, and coordinating with the Finance Unit for timely payments. The associate will maintain both physical and electronic records of procurement documentation, conduct market surveys to identify potential suppliers, and keep track of contractual agreements. Other duties include managing office supplies, coordinating fleet operations, and providing training and guidance to junior staff.
Required Qualifications: Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a high school diploma with five years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a high level of computer literacy, excellent communication and negotiation skills, and the ability to work effectively with both national and international institutions.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the role.
Experience: The ideal candidate should have experience in procurement and logistics, particularly in working with vendors and service providers. Experience with asset management processes and familiarity with IOM/UN Procurement and Logistics Rules and Procedures is advantageous. Additionally, experience working in an international organization will be beneficial for this role, as it requires understanding the complexities of international procurement and logistics operations.
Languages: Fluency in English and Arabic is required for this position, both oral and written. IOM's official languages also include French and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: The position is subject to local recruitment, meaning only candidates with a valid residence and work permit for Sudan will be considered. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Any offer made is contingent upon funding confirmation, and candidates must be medically fit for appointment.
