Job Overview:
The Education Specialist Consultant will play a crucial role in the implementation, coordination, and monitoring of the education component of the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). This position requires the consultant to oversee field-level activities related to the rehabilitation and equipping of education facilities, teacher capacity building, and community engagement. The consultant will ensure that all activities align with IOM’s policies, the requirements of the African Development Bank (AfDB), and the overarching objectives of the project, which aims to restore access to quality, gender-sensitive, and inclusive education services in conflict-affected areas. The consultant will act as the primary liaison between IOM and local authorities, implementing partners, and other stakeholders, ensuring that project objectives are met in a timely and effective manner.

Duties and Responsibilities:
The consultant will be responsible for coordinating education activities within the assigned state, ensuring that they align with the SISSIRP work plan and complement health and WASH interventions. Key responsibilities include overseeing contractors and implementing partners for the rehabilitation and equipping of education and TVET facilities, ensuring quality and timely delivery of services. The consultant will liaise closely with State Ministries of Education and local education departments to ensure project activities align with national education standards, policies, and curricula. Additionally, the consultant will provide technical guidance on equipment specifications and standards for learning spaces, review current education curricula and teaching materials, collect and analyze feedback from teachers and students, support the Ministry of Education in curriculum adaptation, and deliver training sessions for teachers and administrators. The consultant will also ensure that education interventions integrate cross-cutting issues such as gender equality, GBV prevention, disability inclusion, and environmental sustainability. Furthermore, the consultant will contribute to project reports, situation updates, visibility materials, and success stories, while supporting logistics, procurement, and financial planning for education supplies.

Required Qualifications:
Candidates must possess a university degree in Education, Teaching, International Relations, Political or Social Sciences, International Development, Conflict Management, Economic and Social Development, or a related field from an accredited academic institution. A Master’s degree in a relevant field will be considered an advantage. The position requires a minimum of five years of professional experience in education program management, preferably in humanitarian or post-crisis settings. Proven experience in the rehabilitation of schools and TVET centers, teacher training, and community engagement is essential. Familiarity with education programming in fragile or conflict-affected contexts is desirable, and experience with the African Development Bank, World Bank, or other development partners is a strong asset.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as Education, Teaching, International Relations, Political or Social Sciences, International Development, Conflict Management, or Economic and Social Development. A Master’s degree is preferred and will enhance the candidate's qualifications for the role.

Experience:
The consultant is expected to have a minimum of five years of professional experience in education program management. However, candidates with a Master’s degree may qualify with three years of relevant experience. Experience in the rehabilitation of educational facilities, teacher training, and community engagement is crucial. Familiarity with the operational context of Sudan and experience working with international development partners such as the AfDB or World Bank will be considered advantageous.

Languages:
Fluency in English is required for this position, as it is the primary language of communication within IOM. A working knowledge of Arabic will be considered an advantage, given the local context. IOM's official languages also include French and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
The consultancy is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government where applicable. IOM provides coverage for consultants against occupational accidents and illnesses under the Compensation Plan at no cost for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of such coverage before commencing work.
