Job Overview: The Senior Project Associate (Technical and Vocational Education – TVE Support) will play a crucial role in the implementation of the African Development Bank-funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). This project aims to restore and expand access to essential services in health, technical and vocational education, and water and sanitation across four states in Sudan. The incumbent will be responsible for supporting the organization and delivery of technical and vocational education training (TVET) and skills development activities. This includes logistics, participant selection, coordination with training centers, and scheduling. The role also involves conducting skills mapping, market assessments, and baseline surveys to identify training needs and employment opportunities. The Senior Project Associate will work closely with various stakeholders, including implementing partners, vocational training institutions, and private sector entities, to ensure the smooth delivery of training activities. Additionally, the position requires the adaptation and preparation of training materials and curricula, incorporating digital technology and green skills to enhance the employability of trainees. Monitoring ongoing training activities for compliance with project standards and gender principles is also a key responsibility, along with documenting good practices and lessons learned from the training initiatives.
Duties and Responsibilities: The duties and responsibilities of the Senior Project Associate include:
Supporting the organization and delivery of technical and vocational education training (TVET) and skills development activities, including logistics and participant selection.
Coordinating with implementing partners, vocational training institutions, and private sector entities to facilitate training activities.
Conducting skills mapping, market assessments, and baseline surveys to gather data on training needs and employment opportunities.
Assisting in the adaptation and preparation of training materials and curricula in collaboration with the TVET Technical Expert and relevant national institutions.
Preparing content that incorporates digital technology and green skills for various trades to improve trainees' employment prospects.
Monitoring training activities to ensure compliance with project standards and gender principles, and compiling relevant reports.
Supporting inclusive implementation approaches for IDPs and women through coordination with local counterparts.
Participating in field visits to assess training quality and progress, and documenting lessons learned.
Preparing procurement requests and payment documents related to training materials and participant allowances. 1
Maintaining proper documentation of project activities, including beneficiary lists and training records. 1
Coordinating with logistics and procurement teams for timely delivery of training materials. 1
Liaising with local authorities and community representatives to promote local participation in project activities. 1
Assisting in organizing job fairs and employment linkage activities. 1
Supporting the identification of internship and job placement opportunities for trainees. 1
Required Qualifications: The position requires a high school diploma with at least six years of relevant professional experience, or a Bachelor’s degree in Social Sciences, Business Administration, Development Studies, or a related field from an accredited institution with four years of relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates must have experience working for non-governmental organizations, international governmental organizations, or UN agencies, particularly in the implementation or coordination of technical and vocational education and training (TVET) or similar capacity-building activities. Experience in administrative, logistical, and project implementation support, including procurement and financial follow-up, is also essential.
Educational Background: Candidates must possess a high school diploma with at least six years of relevant working experience, or a Bachelor’s degree in Social Sciences, Business Administration, Development Studies, or a related field from an accredited academic institution. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidates have received a quality education that meets international standards.
Experience: The ideal candidate should have a minimum of six years of relevant professional experience if holding a high school diploma, or four years of relevant experience if holding a Bachelor’s degree. Experience should include working for non-governmental organizations, international governmental organizations, or UN agencies, particularly in roles related to technical and vocational education and training (TVET) or similar capacity-building activities. Candidates should also have experience in administrative, logistical, and project implementation support, including procurement and financial follow-up, which is critical for the successful execution of the project.
Languages: Fluency in Arabic and English is required for this position, both oral and written. The ability to communicate effectively in these languages is essential for coordinating with various stakeholders and ensuring the successful implementation of training activities. IOM’s official languages also include French and Spanish, and proficiency in these languages may be considered an asset during the selection process, which may involve written and/or oral assessments to evaluate language skills.
Additional Notes: The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Sudan will be eligible for consideration. Any offer made to the candidate is contingent upon funding confirmation. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must be medically fit for appointment, and their residency, visa, and authorizations will be verified by the concerned government, where applicable.
